Overview

Kings County Child Support Services seeks an Assistant Director to oversee day‑to‑day operations, advance short‑ and long‑term strategic initiatives, and drive organizational performance across child support establishment, enforcement, legal and financial functions. The role requires a leader who translates policy into practice, fosters a culture of accountability and service excellence, and represents the department with confidence before County leadership, external agencies and the public.

At Will

The Assistant Director is an at‑will position, exempt from merit system status, and may be terminated with or without cause or notice at any time by the Director of Child Support Services.

Key Responsibilities
  • Assume management responsibility for major Department programs, services and activities including child support obligation enforcement and program compliance.
  • Manage and participate in the development and implementation of goals, objectives, policies, procedures and work standards for the Department; monitor and evaluate efficiency and effectiveness of service delivery methods.
  • Assist in managing and administering the Department’s budget; forecast additional funds and monitor expenditures.
  • Select, train, motivate and direct Department personnel; evaluate work and implement discipline and termination procedures.
  • Determine equipment acquisition, training programs and procedural changes to retain qualified staff and provide services to the community.
  • Oversee the development of consultant requests for proposals and coordinate with legal counsel to determine County needs.
  • Assist with the oversight and monitoring of departmental performance metrics against state and federal performance measures.
  • Manage and oversee daily functions of the Department’s facilities maintenance, IT, financial, personnel and payroll functions.
  • Ensure compliance with all federal, state and local laws, rules and regulations surrounding the child support program.
  • Represent the Department to other County departments, elected officials and outside agencies; negotiate and resolve significant and controversial issues.
  • Conduct departmental organizational and operational studies and investigations; recommend modifications to programs, policies and procedures.
  • Participate in and make presentations to the Board of Supervisors and a variety of committees, boards and commissions.
  • Attend meetings, conferences, workshops and training sessions to remain current on programs, regulations and new developments.
  • Direct maintenance of working and official departmental files; prepare and present staff reports and special project reports.
  • Respond to public inquiries and complaints; serve as a spokesperson for the Department at community events and public relations activities.
  • Ensure staff observe and comply with all County and mandated safety rules, regulations and protocols.
  • Perform related duties as assigned.
Education and Experience
  • Four (4) years of increasingly responsible experience managing operations and services of a comprehensive child support services program, including two (2) years in a management capacity (additional education may substitute for up to two (2) years of the required experience).
  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration or a closely related field.
Licenses and Certifications
  • Valid California driver’s license issued by the DMV at the time of appointment.
Special Requirements

Qualify for security clearance through a background investigation and fingerprint check, including a credit check. Ability to work irregular hours and travel within and outside the County.

Veteran's Preference

Veteran’s Preference is available upon request. Submit a certified DD‑214 and a new request form for each application submission prior to the closing date.
