Position: Building Inspector I/II (DOQ)

Overview

The City of Hanford is seeking to fill one (1) Building Inspector vacancy in the Community Development Department - Building Safety Division. This position is to perform combination inspections of commercial and residential buildings and structures in every stage of construction, alteration and repair; to review building plans and specifications; and to enforce building, plumbing, electrical, mechanical and housing codes and state laws.

Building

Inspector I

Entry level in the Building Inspector technical series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Building Inspector I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level and the greater complexity of tasks performed at the II level.

Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Building Inspector II

Journey level class in the Building Inspector technical series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Duties
  • Perform field construction inspections of residential and commercial structures, including plumbing, electrical, roof, heating and air conditioning, and energy saving equipment.
  • Ensure compliance with applicable codes, ordinances and regulations.
  • Investigate violations of building and housing laws; inspect vacant and sub-standard housing for code compliance.
  • Check construction plans and specifications for completeness and accuracy.
  • Issue permits and calculate fees.
  • Provide information to the public regarding all phases of building construction, code compliance, and related functions.
  • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
  • Foster an environment that embraces diversity, integrity, trust, and respect.
  • Be an integral team player, which involves flexibility, cooperation, and communication.
  • Perform related duties as assigned.
Minimum Qualifications Building Inspector I

Knowledge of modern principles, methods and practices of building construction; basic arithmetic; safe working practices and procedures; ability to conduct inspections in the field; learn specific provisions of applicable codes, ordinances and regulations enforced by the City; understand all aspects of the job; analyze work papers; use sound inspection methods; read and interpret diagrams, plans, blueprints and specifications; maintain attendance; utilize safety procedures;

communicate effectively; relate with people of varied backgrounds; maintain effective working relationships.

Building Inspector II

In addition to the qualifications for the Building Inspector I: procedures, techniques, tools and materials used in building construction; accepted safety standards for building construction and modification; applicable Federal, State, and local codes, regulations and ordinances; ability to perform combination inspections on buildings and structures in various stages of construction.

Experience and Education

Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:

One year of experience in building trades and/or construction is desirable.

Education:

Equivalent to the completion of the twelfth grade.

License and Certificate

Possession of, or ability to obtain, an appropriate, valid California driver's license.
Ability to obtain International Code Council Certification for Building Inspector within twelve months of appointment.
