Are you a strategic procurement leader ready to shape how a city serves its community? The City of Hampton is seeking an experienced and forward-thinking Procurement Manager to lead the Consolidated Procurement Division within the Department of Finance. This position provides oversight and direction for the City’s centralized purchasing operations, supporting both City of Hampton departments and Hampton City Schools.
The ideal candidate brings deep expertise in public-sector procurement, strong supervisory experience, and the ability to build collaborative relationships across departments and with vendors. This position plays a critical role in stewarding public resources and advancing the City’s mission through sound, ethical, and innovative procurement practices.
This position is designed with future growth in mind. The City is seeking a high-potential leader who is interested in developing into a senior-level role.
Minimum Requirements- Bachelor’s degree in business or public administration, communications, or a closely related field.
- Requires a minimum of five (5) years of progressively responsible full-time equivalent experience in purchasing, procurement, or contract administration, preferably in a municipal government environment.
- Requires a minimum of three (3) years of supervisory experience.
- Extensive experience using Virginia’s electronic procurement system (eVA) is highly desired.
- A combination of education and experience may be considered for this position. Examples include:
- Master s Degree in business or public administration, communications, or a closely related field and four (4) years of experience.
- Associate s Degree in business or public administration, communications, or a closely related field and seven (7) years of experience.
- High school diploma/GED and nine (9) years of experience.
- Certified Professional Public Buyer (CPPB) or similar certification preferred.
- Must successfully pass a background check related to this position prior to any offer of employment or promotion.
- Must possess a valid driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
- Requires extensive contact with City department, vendors and other outside agencies.
- Requires effective communication with internal and external customers.
- May require working beyond a standard 40-hour work week to include evenings and weekends. Requires attendance at a variety of meetings, some of which may be held after normal working hours.
- Requires frequent local travel.
- The incumbent may be considered “essential personnel” during City emergency situations or at the direction of the City Manager which may include long hours and unusual schedules.
