Position: Telecommunications Specialist with Security Clearance
Duties
* Serves as the point of contact for Directorate of Emergency Services responsible for interfacing the automated system (desktop, workstations, laptops, and servers) with various interrelated acquisition, and office automation systems.
* Develops operating specifications for telecommunications equipment and services to transmit and receive data between computers, and between computers and terminal stations.
* Serves as a liaison between organizations, both fixed and visiting, in fulfilling requirements for current, special events or future military exercises as well as normal day-to-day operations
* Works with users to test and evaluate a variety of software packages.
* Ensures work is compatible with other systems and meets requirements.
* Serves as a System Manager/Frequency Manager for the Directorate of Emergency Services performing the research, planning, direction, and administration of the Land Mobile Radio Project and frequency management
* Performs triage on equipment prior to initiating service request.
* Installs, maintains, and monitors performance tuning, backup, and recovery of databases
* Provides new customer orientation training on system operation as needed and provides guidance on integration between talk groups and procedures on obtaining authority to share resources.
* Maintains, updates, assigns, and controls all radio identifications to include, block identifications, radio identification numbers, talk group identification, and encryption secure codes used on the system. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
* This position requires the incumbent to be able to obtain and maintain the Security plus, A plus certification. Qualifications Who May Apply:

Experience:

One year of specialized experience which includes experience installing, configuring, troubleshooting, and maintaining hardware and software systems; troubleshooting and restoring network/telecommunication services for emergency management communication; and entering information collected into an automated trouble ticket system such as remedy tickets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education:

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management,…
