Overview TDL Analyst SME

Location:

Hampton, Virginia Rivet Operations Company ("Rivet") is seeking a Subject Matter Expert Tactical Data Link (TDL) Analyst with at least 3 years of specialized expertise supporting United States Air Force (USAF). Rivet is an exceptional industry partner to the Department of Defense (DoD) and a leader in physical security, operating in tactical environments, process improvement and development, as well as configuration management by developing and engineering.

This role requires deep technical expertise in TDL MIL-STDs, Joint and Allied standards processes, and direct participation with USAF. The TDL Analyst SME will provide advanced analytical capability, independent technical judgment, and proven experience drafting, evaluating, and adjudicating TDL interface change proposals in support of operational and interoperability objectives.

Duties and Responsibilities:

• Research, engineer, and draft changes to Tactical Data Link (TDL) Military Standards (MIL-STDs) based on United States Air Force (USAF) tactical combat system Information Exchange Requirements (IERs), while minimizing impact to existing and legacy systems.
• Develop and evaluate bit-level implementation specifications and provide technical guidance to software developers, system engineers, and testers.
• Initiate, draft, and submit TDL interface change proposals.
• Review draft and revised MIL-STDs for technical accuracy, identify incorporation errors, and provide corrective recommendations including proper bit-level formats, verbiage, and notation.
• Prepare for and attend Air Force Standards Interoperability Board (AFSIB), Joint, Bilateral, and Allied Tactical Data Link meetings, working groups, and subgroups as directed by the Government.
• Analyze proposed changes from U.S. and Allied organizations for impact on USAF systems and joint/coalition interoperability; draft formal technical evaluations.
• Research U.S. and Allied technical documentation to identify discrepancies and develop change proposals for TDL configuration items, including applicable MIL-STDs, STANAGs, ATDLPs, ADatPs, and APPs.
• Assess interoperability test trouble reports to determine affected systems and deficiency severity; participate in USAF Technical Analysis Groups and Joint Analysis Review Panels.
• Evaluate test results against applicable MIL-STD requirements and draft Interface Change Proposals to address identified standards shortfalls.
• Draft Technical Information Design Plan - Test Edition (TIDP-TE) documents for new TDL capabilities to support future MIL-STDs and Allied standards.
• Review Information Support Plans (ISPs) posted to the JASM website to verify correct MIL-STD references and applicability to USAF systems.
• Coordinate with USAF requirements and program offices to provide technical TDL expertise supporting system integration, operational concepts, and architecture development.
• Participate in Integrated Product Teams (IPTs) and technical working groups addressing interoperability, operational, and standards-related issues.
• Research and develop background papers, staff studies, talking points, and presentation materials as assigned by the Government. Responsibilities

Job Requirements:



Experience:

Minimum of 8 years of experience supporting Tactical Data Link standards development, analysis, and interoperability.


Education:

Master's degree in Engineering, Computer Science, Systems Engineering, or a related technical discipline.
• Demonstrated experience with Air Force Joint Integrated Tactical Air Control System processes or Air Force TDL system/software development.
• Proven experience originating, drafting, and submitting TDL MIL-STD interface change proposals to the Joint Multi-TDL Configuration Control Board (JMTCCB).
• Minimum of 3 years of experience attending and drafting evaluations for JMTCCB or JMSWG Subgroup meetings.
• Minimum of 3 years of experience attending and drafting evaluations for Air Force Standards Interoperability Board (AFSIB) meetings.
• Strong analytical and problem-solving skills with attention to detail in reviewing highly complex technical documentation.
