ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

Position Summary
Amentum is currently seeking a qualified candidate to serve as a subject matter expert (SME) focused on diplomatic security and investigative techniques. The SME will evaluate existing protective-services practices, organizational structures, capabilities, threats and gaps for national assets in the Syrian Arab Republic. The SME will conduct stakeholder engagements with designated entities and serve as part of a broader assessment team.
Job Duties and Responsibilities
Conduct a comprehensive desk review of protective-services arrangements for leadership institutions across Syria, including command structures, force composition, vetting processes, and protection protocols.
Participate in an on-site assessment of the Syrian Security Forces.
Evaluate partner-nation protective operations against global best practices used by U.S. protective entities adjusted for the current environment.
Contribute PNL expertise to the cross-functional ICITAP team to ensure leadership-protection considerations are integrated into broader law enforcement and security sector analysis.
Participate in internal working groups, provide subject-matter input, and help synchronize protecting national leadership-related findings with ongoing CT-focused efforts.
Draft, edit, and review written reports including but not limited to protecting national leadership specific questionnaire, pre-deployment reports, post deployment reports.
Provide recommendations grounded in U.S. policy constraints, authorities, sanctions, and operational realities in the Syria context.
Required
Skills and Qualifications
Education:
Graduate of a certified federal, state or municipal police academy.
Bachelor’s Degree from an accredited university or equivalent professional qualifications and experience.
Minimum Requirements:
Twenty years of experience assigned to an accredited federal, state or municipal law enforcement agency as a sworn law enforcement officer or agent.
Ten years of experience working in a tactical or dignitary protection capacity.
Demonstrated experience assessing or operating protective details in high-threat, conflict-affected, or non-permissive environments.
Strong understanding of protective intelligence, advance work, motorcade and site-security planning, emergency response tactics, and command-and-control models.
Experience preparing high quality written assessments, analytical products, and briefings for senior audiences with a focus on dignitary protection, protective operations, threat-assessment, or executive security.
SWAT certified from an accredited law enforcement agency.
Clearable:
Must be able to obtain and maintain a Secret US Government Clearance.
Note:
US Citizenship is required to obtain Secret Clearance.
Desired Qualifications
Overseas experience working in remote and austere environments.
