Bedford Group TRANSEARCH is proud to partner with the Canadian Alliance for Transit Connected Housing (CATCH) on the search for a Fractional
Portfolio Manager for the CATCH Pilot Fund.
The CATCH Pilot Fund is an $18.7 million blended capital investment fund structured under a GP / LP model. The fund combines first loss catalytic capital with low cost public investment to deliver a bond like risk return profile for senior private investors.
Its mandate is focused and clear. CATCH finances non market housing developments led by non profit organizations, housing co operatives, Indigenous housing providers, and community led housing entities. Working closely with the City of Hamilton and other community partners, the fund is designed to enable long term affordability, community ownership, and public benefit in transit oriented locations. The fund does not finance for profit speculative developers.
CATCH provides flexible debt to support the development and preservation of community focused, low carbon, transit oriented housing. The aim is to strengthen neighbourhood stability, mitigate displacement risk, and expand long term housing security, while maintaining disciplined risk management and predictable returns for investors.
The fund operates through a lean partnership structure that includes the City of Hamilton, a CATCH Director focused on national scaling, a back office provider, an Investment Committee, and a Board of Directors providing fiduciary oversight and mission stewardship. Within this structure, the CIO is the senior investment executive leading portfolio results and investment integrity.
OpportunityThe Portfolio Manager will serve as the fund’s front facing investment leader. This role is responsible for:
- Supporting capital close with investors and building investor confidence ahead of launch
- Leading underwriting, due diligence, and loan structuring for a focused portfolio of transactions
- Overseeing portfolio performance, covenants, and risk management
- Representing the fund as a credible investment voice with investors, government partners, and community stakeholders
The Portfolio Manager will be asked to hold two things at once, disciplined credit work and clear mission outcomes in affordability, equity, Indigenous partnership, and climate aligned development.
Key Areas of Focus Phase 1, Capital Close and Launch, through April 2026- Serve as a key investment representative in investor due diligence and contracting
- Finalize lending policies, underwriting standards, pricing, and risk frameworks
- Help recruit and stand up the Investment Committee
- Work with City staff to shape deal intake, evaluation, and management processes
- Support fund launch and evaluate early investment opportunities
- Lead underwriting, financial modelling, due diligence, and loan structuring for an anticipated six or so transactions
- Oversee portfolio performance, covenant monitoring, and risk, including watch list tracking and remediation plans
- Report quarterly to the Board, Investment Committee, and investors, and support annual audits and investor reporting
- Maintain investor relationships and transparency
- Represent the fund in appropriate public forums, including media, conferences, and panels where needed
- Support future growth and scaling in collaboration with the CATCH Director
You will work closely with the City of Hamilton, CATCH Director, back office provider, and Investment Committee within a small, hands on structure rather than a large institutional platform.
Ideal BackgroundWe are seeking an investment leader who brings:
- 10+ years in investment management, real estate lending, community finance, or impact investing, with direct responsibility for credit decisions and portfolio risk
- Demonstrated experience underwriting and closing real estate or housing transactions
- Experience with non market housing, government, or community lending environments, for example work with non profit or Indigenous housing providers, community loan funds, credit unions, or public sector programs
