The Resident Engineer serves as the construction project lead for complex CTDOT transportation, facilities, and / or railroad projects. The role is responsible for managing the CE&I team, administering construction contracts, and ensuring work is performed safely, on schedule, within budget, and in compliance with contract documents, applicable codes, and agency procedures.

ResponsibilitiesProject Management & Construction Oversight
- Lead construction activities from Notice to Proceed through final completion on CTDOT highway, bridge, facility, and / or railroad projects.
- Interpret and enforce contract plans, specifications, special provisions, CTDOT Form 819, Construction Manual, and applicable codes.
- Monitor contractor performance, CPM schedules, milestones, and critical path; identify risks and implement mitigation strategies.
- Evaluate constructability issues and provide practical engineering solutions on one or more of the following:
- Highway/bridge work (earthwork, drainage, concrete, steel, utilities, MPT)
- Facilities/buildings (architectural, structural, MEP, renovations)
- Rail/transit projects (trackwork, platforms, facilities, utilities, yards)
Contract Administration & Controls
- Review and approve contractor pay requisitions and quantity measurements.
- Prepare and negotiate Change Orders and Extra Work Requests, including engineering cost analyses.
- Oversee construction documentation, payment estimates, and digital document control systems (e.g., AASHTOWare, COMPASS).
- Prepare and review technical reports, correspondence, and project records.
Quality, Safety & Compliance
- Ensure compliance with approved safety plans, environmental permits, and state/federal regulations.
- Oversee inspection, sampling, and testing of materials in accordance with project requirements.
- Maintain quality standards and proper documentation for all construction activities.
Coordination & Leadership
- Serve as the primary liaison with CTDOT, rail agencies (MTA Metro-North, Amtrak), municipalities, utilities, and other stakeholders.
- Lead progress, coordination, and stakeholder meetings; keep the client informed of progress, risks, and recommended actions.
- Supervise, mentor, and support inspection and office engineering staff; promote a culture of safety, accountability, and professionalism.
Minimum Qualifications
- Ten (10) years of progressively responsible experience in civil, highway/bridge, facilities, and/or railroad construction, including substantial field experience.
- Connecticut Professional Engineer (PE) license or Certified Construction Manager (CCM) credential.
- Demonstrated experience leading CE&I teams and managing construction contracts on complex projects.
- Prior supervisory experience overseeing inspection and field staff.
- Valid driver’s license and ability to travel to project sites.
Preferred Qualifications
- Experience on CTDOT and/or federally funded DOT projects.
- Experience on active railroad projects (Metro-North, Amtrak).
- Relevant certifications, including:
- ACI Concrete Field Testing
- NETTCP (Concrete, HMA, Soils & Aggregate)
- ATSSA or equivalent traffic control training
- OSHA 10- or 30-Hour Construction Safety
- Proficiency with Microsoft Office and construction management/document control platforms.
Physical & Working Conditions
- Ability to work in active construction and railroad environments, including uneven terrain and proximity to traffic or track.
- Willingness to work nights, weekends, and off-hours as required for project needs.
- Ability to work year-round in varied weather conditions.
