Job Summary

The Chief Inspector is a senior, field‑based role responsible for leading and supervising construction inspection activities on CTDOT highway, bridge, facility, and/or railroad projects. The position serves as the primary field authority, ensuring contractor work complies with project plans, specifications, applicable codes, safety regulations, environmental permits, and agency standards, while supporting the Resident Engineer in the delivery of complex capital projects.

Responsibilities
  • Oversee and inspect construction activities across one or more of the following:
    • Highway/bridge projects (earthwork, drainage, concrete, steel, utilities, MPT)
    • Facilities/buildings (architectural, structural, MEP, renovations)
    • Rail/transit projects (trackwork, platforms, facilities, utilities, yards)
  • Identify nonconforming work and ensure timely corrective action.
  • Verify compliance with safety plans, environmental permits, traffic control, railroad requirements, and applicable codes (building, fire, ADA).
  • Prepare and review daily inspection reports, photographs, and quantity calculations.
  • Verify contractor pay quantities, schedules of values, and progress payments.
  • Witness and document material testing, special inspections, and manufacturer‑required testing.
  • Review and process construction documentation, including RFIs, submittals, and shop drawings, as required.
  • Coordinate with the Resident Engineer, contractors, designers, CTDOT staff, railroads, utilities, municipalities, and other stakeholders.
  • Participate in project meetings; assist with issue resolution, constructability reviews, and field problem‑solving.
  • Support change order and extra‑work evaluations through field verification and technical input.
  • Supervise, mentor, and assign work to inspectors and field technicians to ensure proper coverage and documentation.
  • Develop and verify punch lists.
  • Assist with commissioning, turnover, and final closeout documentation.
Minimum Qualifications
  • Five (5) years of field inspection experience on civil, transportation, building, or railroad projects plus one of the following:
    • Professional Engineer (PE)
    • Certified Construction Manager (CCM)
    • Engineer‑in‑Training (EIT)
  • OR
  • Ten (10) years of relevant field construction or inspection experience with NICET Level IV certification.
  • Demonstrated ability to interpret construction documents, perform quantity calculations, and prepare detailed reports.
  • Strong written and verbal communication skills.
Preferred Qualifications
  • Experience as a Chief Inspector on CTDOT or other public‑sector projects.
  • Experience on railroad projects (Amtrak, MTA Metro‑North).
  • Experience with vertical construction and building systems.
  • Relevant certifications, including:
    • ACI Concrete
    • NETTCP (Concrete, HMA, Soils & Aggregate)
