Main Purpose of Job

The IT Systems Senior Support Lead provides advanced technical, policy, and procedural program support for the Department of Human Services’ (DHS) most mission‑critical information systems. This role serves as a vital link between the Office of Technology for Human Services (OTHS) and diverse stakeholders, including central office leadership and local agency staff across the state. The primary objective of this position is to ensure the stability, compliance, and continuous optimization of the technology platforms that facilitate the delivery of social and community service programs.

The incumbent serves as a lead technical resource, directly supporting the infrastructure that thousands of Maryland’s most economically disadvantaged citizens rely on for essential benefits.

Position Duties
  • Provide guidance and training to IT Functional Analyst staff, including instructional guidance in administrative and operating policies and procedures to enhance staff skills and knowledge bases.
  • Perform data fixes and updates to resolve automated case deficiencies.
  • Monitor and manage user system access, including password resets, onboarding/offboarding, and role assignments.
  • Review system documentation and releases to analyze existing applications for efficiency and proactive identification of functional enhancements and improvements for system stability.
  • Maintain technical knowledge by attending workshops, reviewing professional publications, and benchmarking state-of-the-art practices.
Minimum Qualifications

Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

  • Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
  • Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and two years and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year‑for‑year basis for the required experience.
