Overview

This position is located in the Community Recreation Division, of the Morale, Welfare and Recreation (MWR) Department, within Navy Installations Command (CNIC) on NCBC Gulfport, Gulfport, MS. Incumbent manages and administers a comprehensive and diverse year-round recreation program in the Information, Tickets and Tours (ITT) Office. Also, plans, promotes, and implements a variety of MWR Community Recreation programs and activities while seeking partnerships within the community.

and Responsibilities
  • Supervision:
    Performs supervisory duties which include assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving and/or disapproving leave requests, initiating corrective actions, and recommending formal corrective disciplinary actions as warranted.
  • Authorizes personnel action requests (SF-52) and ensures timekeeping documents are submitted in accordance with local direction.
  • Leads and instructs subordinate staff in administering traditional and non-traditional workshops, clinics and events in outdoor skills areas including camping, cycling, sailing, backpacking, canoeing, snow skiing, hiking or water sports.
  • Leads day-to-day operation of multiple programs to which assigned; assists with staffing, training and scheduling.
  • Uses creativity to plan, promote and implement well-rounded Community Recreation programs utilizing numerous facilities within the entire MWR Department in accordance with CNIC approved program standards.
  • Coordinates leisure skills development activities and classes.
  • Provides support for unit allocation events to include equipment, programming ideas, and coordination assistance.
  • Responsible for the development, management, maintenance, planning, business plan execution, and administration of a diverse Community recreation program. Develops working partnerships with on-base and off-base organizations to support and benefit MWR programs.
  • Researches and provides information and referral on a variety of recreational opportunities for individuals/families on and off the base.
  • Plans, coordinates, publicizes, markets and executes programs and special events within the Community Recreation program using all available resources.
  • Provides administrative duties and support through after-action reports, data collection and database administration, including tracking patron usage and responses for metrics.
  • Solicits input from activity managers regarding internal goals, business plan objectives and program standards.
  • Monitors various programs to ensure standards are met or exceeded.
  • Evaluates and reviews ongoing programs and provides guidance to activity managers to adapt or expand programs as needed.
  • Assists with writing standard operating procedures.
  • Performs regular analysis of projected projects and programs considering budget, staffing, plans, trends, command mission and population changes.
  • Provides onsite project oversight and notifies leadership of issues or concerns.
  • Uses metrics and financial data to recommend modifications to programs.
  • Ensures facilities and activities meet fire, safety, security and sanitation guidelines; takes timely action to correct deficiencies with appropriate entities.
  • Leads and performs check-in/check-out of materials and collects fees using POS system for Community Recreation programs.
  • Inspects equipment upon return and recommends replacement when required.
  • Completes a Daily Activity Report (DAR) to balance and reconcile daily sales transactions.
  • Performs inventory of equipment, retail items, supplies and other cash-value items.
  • Performs other duties as assigned.
Requirements
  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • A valid State driver’s license is required to operate motor vehicles.
  • Must have salary sent to a financial institution by Direct Deposit/Electronic Funds Transfer.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Ability to obtain and maintain a valid state driver’s license to drive a government vehicle; license must be obtained within 90 days of placement.
  • Must be available to work varying schedules including weekends, holidays, and evenings.
  • Resume must show event planning and programming experiences.
  • Incumbent will split time between Gulfport and the Lakeside in Pascagoula; government vehicle travel between locations is authorized.
