Duties
* You will manage the Planning, Design and Construction (PDC) workload at the assigned PWD.
* You will provide senior leadership related to the three primary roles and responsibilities in the PDC:
Planning, Design and Project Management and Construction Management.
* You will actively supervise a diverse technical staff comprised of US and local national civilians and military Civil Engineer Corps Junior Officers.
* You will be responsible for forecasting workload into out-years for resource planning requests.
* You will serve as technical advisor to journeymen and lower grade engineers/ architects on complex engineering problems and projects.
* You will lead higher-level meetings concerning project status and controversial matters.
* You will be required to obtain and maintain a current valid United States driver's license.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition
Functional Area
and category assigned to the position is required within established category time frames.
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR . Requirements Conditions of employment

* Must be determined suitable for federal employment.
* Must participate in the direct deposit pay program.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
* If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
* Males born after 12-31-59 must be registered for Selective Service.
* The incumbent is required to be a registered Professional Engineer or Architect.
* The incumbent may be required to work overtime. Overtime may be required but not guaranteed on a regular basis. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional ENGINEER or ARCHITECT.
1) Work with project leaders through planning, design, pre-award and construction to apply knowledge and experience of advanced concepts, principles and practices in engineering/architecture to develop creative solutions to problems not remedied by standard, predefined processes.
2) Provide projections for field office planning, design and construction workload to determine resource requirements.
3) Manage workload and be computer literate/ comfortable with performing most daily tasks through interactions in computer-based programs to provide status updates. Programs may include: eContracts, eProjects, Enterprise Safety Application Management Systems (ESAMS),…
