Pre-Construction Manager - Design & Build

Location: Surrey

Salary: £90,000 - £110,000 + Package

My client is a well established Tier 1 D&B contractor delivering high-end fit‑out projects across the South of England. Their projects typically range from £1m to £9m. known for their hands‑on approach, attention to detail, and collaborative ethos.

We're working with a leading Design & Build contractor seeking a strategic and detail‑driven Pre‑Construction Manager to join their growing team in Surrey. This is a pivotal role responsible for shaping project success from the earliest stages; from client brief through to contract award. You'll lead the pre‑construction process across multiple projects, working closely with design, commercial, and delivery teams to ensure proposals are competitive, buildable, and aligned with client expectations.

• Bid & Tender Management
  • Lead the preparation of bids, tenders, and pre‑construction programmes
  • Coordinate internal teams and external consultants to develop compelling proposals
  • Review drawings, specifications, and scope to ensure technical and commercial alignment
  • Manage tender queries, clarifications, and client presentations
• Design & Technical Coordination
  • Oversee early‑stage design development and ensure buildability
  • Identify risks, value engineering opportunities, and compliance issues
  • Collaborate with architects, engineers, and supply chain partners
• Commercial & Strategic Input
  • Work with estimators and commercial teams to develop accurate cost plans
  • Support procurement strategy and subcontractor engagement
  • Provide input into project feasibility, phasing, and delivery strategy
• Client & Stakeholder Engagement
  • Act as a key point of contact during pre‑construction phase
  • Attend client meetings, site visits, and design workshops
  • Ensure client expectations are understood and reflected in proposals

• Proven experience in a Pre‑Construction or Pre‑Contracts Manager role within D&B fit‑out
• Strong technical knowledge of commercial interiors and construction methodology
• Excellent communication and coordination skills
• Ability to manage multiple tenders and deadlines simultaneously
• Background in estimating, design management, or project management is advantageous

• Base salary: £90,000 - £110,000
• Performance‑related bonus
