Responsible for identifying the means and methods to achieve goals of the City, to develop the work plans necessary to implement those goals and to ensure compliance with City ordinances. Also is responsible for developing metrics used to assess the effectiveness of programs implemented by the City while working directly with the Director and City Engineer.
Duties and Responsibilities:
- Compliance with the Code of Conduct and Ethics as outlined in the Employee Handbook.
- Promote Efficiency, Cost Effectiveness, and Best Practices on all projects.
- Research and identify opportunities to seek available State and Federal Grants; compose supporting documentation.
- Review opportunities and prepare applications for those programs in which the City may qualify for funding.
- Coordinate with Community Development Services (CDS) and other City departments to develop and implement an online storage and retrieval system for plans, permits and other documents.
- Responsible for hardware and software evaluations, upgrade approvals and preparing recommendations for budget and staffing needs for equipment, data collection and informal retrieval.
- Through the Municipal Separate Storm Sewer System (MS4) program for the State of Indiana, assist the Director, Senior Technician, Inspection staff and other Departments with the development and implementation of City compliance programs.
- Assist the Director and other Departments with development and implementation of compliant ADA projects.
- Implement comprehensive Safety practices in conjunction with the City Safety Committee.
- Assist City Departments with space planning requirements.
- Review project status on a regular basis with the Director, engineering and planning staff. Correspond as needed with consultants and contractors and complete and coordinate documents for related contracts.
- Provide technical project support to all City departments and coordinate projects with other government agencies.
- Inspect City departmental projects during and after construction to ensure compliance with project plans and specifications
- Assist Building Commissioner with inspection of new construction including review of State and Local code compliance.
- Perform other duties as assigned.
Job Requirements:
Education
:
Bachelor of Science in Civil Engineering, Construction Technology or Construction Management.
Experience
:
Working knowledge of and ability to make practical application of accepted engineering and/or architectural principles and practices for design and construction of various public works projects.
Skills and Abilities
:
Proficient in CAD and GIS software, ability to review and interpret Federal, State and Local laws, and to develop detailed work plans to ensure compliance with said laws. Well versed in ADA compliance and MS4.
Physical
:
Ability to travel and drive an automobile. Operating assigned computers and equipment. Sitting, walking and standing for extended periods of time and occasional lifting and carrying objects weighing up to 25lbs.
