Overview
Kimley-Horn is seeking an experienced Energy & Environmental Planner to help expand and support our growing environmental, regulatory, and permitting practice. This role will support multidisciplinary teams and clients across energy, infrastructure, and land development projects throughout the western United States. The Energy & Environmental Planner will lead and support permitting, regulatory coordination, and environmental planning efforts across federal, state, tribal, and local jurisdictions.
The ideal candidate brings deep experience navigating complex permitting pathways, coordinating with agencies, and guiding projects from early planning through approval and execution.
- Lead and manage strategic permitting and regulatory planning for energy, infrastructure, and environmental projects.
- Prepare, review, and submit permitting documents including: surface use plans, reclamation plans, cumulative impact assessments, stormwater and wildlife documentation, and other agency-required plans.
- Coordinate directly with federal, tribal, state, and local agencies (e.g., BLM, BIA, USFS, EPA, state oil & gas commissions, and counties).
- Oversee project workflows from concept through final approval, ensuring compliance and timely submittals.
- Support and integrate environmental, land, engineering, GIS, and operational inputs into permitting packages.
- Manage and interpret environmental and cultural survey needs across multiple jurisdictions.
- Provide clear communication to clients, agency contacts, landowners, and internal teams.
- Mentor junior staff in regulatory interpretation, permitting processes, document QA/QC, and technical submittals.
- 15+ years of experience in energy, environmental, regulatory, or permitting roles (oil & gas, renewable energy, infrastructure, or related fields).
- Strong background with NEPA, federal and tribal permitting, state/local land use processes, and environmental documentation.
- Experience preparing and submitting APDs, ROWs, OGDPs, and large-scale permitting packages.
- Proficiency with GIS tools (Arc Pro), regulatory research, and multi‑agency coordination.
- Excellent communication, project management, and cross‑disciplinary team leadership skills.
- Ability to balance multiple projects, deadlines, and agency requirements simultaneously.
- $140k-$170k
- Eligible for Performance Based Bonus Compensation
