Brief Description

Under limited direction and in compliance with administrative, regulatory, and professional standards and guidelines, responsible for the development, management, coordination, and administration of the department's operating budgets, revenue collection processes, national accreditation efforts, Unity Park visitor operations, and administrative support to all divisions. Provides coordination, budgetary and project support, and administrative support services as needed to aid other division managers. Oversees and establishes policies and operational direction for the use and management of Unity Park’s facilities and features including the Welcome Center, Canteen and Honor Tower.

Meets regularly and works closely with City accounting and finance personnel to review and forecast expenditures and revenue. Conducts cost benefit analysis for department programs, initiatives and capital or operational projects as needed. Supports departmental funding and compliance efforts by assisting with the development of grant applications and overseeing financial and operational project management as needed. Attends City Council meetings as needed and prepares presentations, briefs, resolutions, and ordinances as directed.

Performs research and analysis pertaining to department strategic initiatives, accreditation, projects, programs, and service delivery. In coordination with the City's Risk Manager, ensures the department's compliance with Americans with Disabilities Act (ADA) requirements. Supervises assigned staff. Oversees department wide financial operations, including revenue collection and expenditure controls. Evaluates accreditation needs as well as identifies, implements, and manages the application of accreditation standards to meet audit requirements.

Job Duties Essential Functions
  • Develop and Manage Department Budget and Finance Activities (25%):
    Work with department management and City budget/finance staff to develop and manage annual department and program operating and revenue budgets. Oversee all division budgets, and assist division managers with budget administration. Track and manage all department project accounts, donation accounts and liability accounts. Review and analyze year-end projections and forecast liabilities to stay abreast of budget statuses. Review outstanding balances due in all areas, and ensure proper action is taken for collection.

    Continuously refine and monitor budget documents for use throughout the year, as well as provide routine reports on revenues and expenses. Prepare monthly and annual financial reports for department. Investigate ways to improve event and/or program profitability and analyze market trends and opportunities. Oversee all Parks, Recreation and Tourism Department specific invoicing and process payments accordingly. Provide final department approval for Parks, Recreation and Tourism field purchase orders, requisitions, and check requests.

    Oversee point of sale systems, online invoicing systems and credit card processing services. Oversee the processing and management of sales tax and admissions tax. Work with appropriate Finance Department staff to identify potential Parks, Recreation and Tourism Department grant/funding opportunities, assist with writing grant applications and prepare necessary grant cycle reporting. Brief City Manager’s Office and prepare presentations, briefs, resolutions, and ordinances as directed.
  • Administer Unity Park Visitor Services (25%):
    Administer the daily operations of the Unity Park Welcome Center, Canteen, and Honor Tower, including programming, special events, facility rentals, and contract management within Unity Park. Develop and maintain strong, collaborative working partnerships between Unity Park program staff and Unity Park maintenance staff. Create, implement, and manage policies, clear communication protocols and coordination processes that align programming, event logistics, maintenance needs, and operational priorities for Program staff, Park Maintenance staff and the public.
