We are seeking an experienced Manager of Preconstruction to support our growing semiconductor and electronics business. This role sits at the forefront of a strategic expansion area for Jacobs—your leadership will directly influence how we plan and deliver highly complex projects across the advanced technology sector.
As a Manager of Preconstruction, you will lead the early planning and development phases of major capital projects. Working collaboratively with internal teams and external partners, you will develop schedules, estimates, perform constructability reviews, and provide comprehensive planning of key deliverables that support our clients in establishing reliable project baselines. This role will work collaboratively with clients, general contractors, and design teams spanning all levels of preconstruction.
You will also play a key role in integrating Off-site Manufacturing (OSM) strategies into our preconstruction practice that will shape design delivery and execution.

LocationLocation:
Preferred office locations include Albany, NY;
Portland, OR;
Phoenix, AZ; or Pittsburgh, PA. Remote or hybrid candidates located in North America will also be considered.
- Lead preconstruction planning activities for advanced technology facilities.
- Coordinate across design teams, clients, and construction partners to develop high-quality planning and execution deliverables.
- Prepare and review schedules, cost estimates, and constructability analyses.
- Provide input and lead engineering option evaluations and value engineering opportunities.
- Support the integration and expansion of Off-Site Manufacturing (OSM) strategies within preconstruction workflows. Define opportunities, evaluate feasibility, and establish execution plans for program integration.
- Serve as a strategic liaison between design and execution teams to ensure alignment with client expectations and project requirements.
- Bachelor’s degree in engineering or construction-related discipline.
- Minimum 5 years of experience on Advanced Technology Facility projects (semiconductor, data center, life sciences) as a project engineer or project manager.
- Strong analytical, organizational, and problem-solving skills.
- Hands-on experience with Off-Site Manufacturing methodologies.
- Demonstrated background in preconstruction planning and execution.
- Strong team collaboration abilities, especially within multidisciplinary environments.
- Forward-thinking mindset with a passion for learning and applying industry best practices.
- Strong verbal and written communication skills are important.
- Proficiency with Primavera P6 scheduling.
- Certified Cost Estimator/Analyst (CCEA®) certification.
- Project Management Professional (PMP) certification.
- Familiarity with Project Management Institute (PMI) principles.
- Ability to rapidly adapt, absorb new information, and expand technical knowledge.
