Organizational Overview

The Brody School of Department at East Carolina University (ECU) is composed of 18 departments which function to:
1) increase the supply of primary care physicians to serve the state;
2) improve the health and well-being of the region; and
3) train physicians who will meet the health care needs of the state. Playing an important role in the Brody School of Medicine's academic group practice, the Department of Psychiatry and Behavioral Medicine consists of the Department Chairman, Medical Directors of Clinical Services, leadership core units, and administrative and clinical support roles. The department leads education, clinical services, research, academic affairs/faculty development, and administration across multiple clinical sections including General Psychiatry, Addiction Medicine, Behavioral Medicine, Child & Adolescent Psychiatry, and Telespsychiatry.

ECU Health Medical Center is the affiliated teaching hospital. ECU Health is a mission-driven system with 1000+ beds and 12,000 employees across eastern North Carolina.

Job Duties / Responsibilities
  • Financial Management, Revenue Analysis & Revenue Enhancement
    :
    Preparation of Departmental budgets for ECU and ECU Health; develop revenue forecasts for funding sources (Medical Faculty Practice Plan, State funds, Clinical Trials, Grants, Special Funds, Medical Foundation). Develop annual/continuing budget process and present materials to the School of Medicine and Finance Committee; support external funding requests.
  • Evaluate department activities and financial trends to advise on budget priorities; monitor revenue/expense activity by provider and forecast impact of policy or personnel changes; monitor physician productivity and its impact on compensation.
  • Prepare or oversee business plans and pro forma analyses for program remediation or new proposals; monitor projected vs actual revenues/expenses and propose changes to sustain financial viability; conduct feasibility studies and cost/benefit analyses for new services/outreach/equipment.
  • Support strategic planning for major facilities construction/renovation, oversee fiscal management, and identify cost-reduction and quality-improvement opportunities; develop revenue enhancement opportunities in collaboration with internal/external partners.
  • Ensure appropriate expense management through staffing and resource utilization.
  • Personnel Management / Administrative Support Team
    :
    Set priorities for work assignments, conduct performance appraisals, and ensure compliance with personnel policies. Direct the Administrative Support Team to meet division needs and monitor resource allocation. Responsible for ongoing training and development of staff; arrange or provide training aligned with ECU policies and procedures.
  • Contract Negotiations
    :
    Assist in contract negotiations by providing financial cost-benefit analyses; help develop terms for third-party payor contracts and prospective faculty negotiations. Monitor contract revenue and liaise with Contract Office for billing/receipting; ensure contracts align with ECU's mission and standards to increase revenue.
  • Planning, Marketing and Program Development / Other
    :
    Exercise independent judgment for administrative matters; problem-solve and coordinate solutions with internal/external stakeholders; engage in long- and short-range planning with emphasis on decision-support analysis; communicate clearly in writing and verbally; collect/analyze…
