Job Summary
The Board Investigator provides investigative services for ethical complaints received by the North Carolina Board of Licensed Clinical Mental Health Counselors. The position assists the Board Executive Director with the process of managing ethical complaints, including, but not limited to, documentation and recordkeeping. The Board Investigator must be able to maintain complete confidentiality. Additionally, the position provides consultation to licensees, the public, and other stakeholders as it relates to ethics and ethical practice.
Essential Duties and Responsibilities- Processes and investigates ethics complaints
- Responds to ethical and practice-related questions via phone, email, and/or mail
- Works remote with some on-site duties at the NCBLCMHC Board office located in Greensboro, North Carolina
- Attends Board meetings
- Attends Ethics Committee meetings and reports complaint investigation results
- Assists the Board's attorney in the preparation for the hearings as well as review and investigation of cases
- Drafts and executes investigative subpoenas, as authorized by the Board
- Maintains documentation of investigative activities, including complaints and responses received, interview notes, copies of subpoenas issued by the Board and all records received, and investigation outcomes
- Assists in preparing appropriate compliance reports for regulatory agencies
- Conducts investigations of complaints received by the Board
- Identifies ethical or legal issues that require follow-up or investigation
- Testifies at administrative hearings
- Monitors and assists the Board with enforcement of compliance with disciplinary actions issued by the Board in a timely manner
- Drafts charge letters and educative letters based upon results of complaint investigations in a timely manner and submits them to the Board attorney for review
- Drafts correspondence related to complaint cases
- Writes articles for the Board's newsletter and web content
- Represents the Board at educational and public forums
- Complies with the requirements of the “NCBLCMHC COMPLAINT DOCUMENTATION & INVESTIGATION PROCESS” in a timely manner
- Other duties as assigned.
- Excellent verbal and written communication skills required.
- Ability to develop a thorough knowledge of all statutes, rules, policies, and ethical codes relevant to the Board's functions.
- Ability to write professional correspondence and procedure manuals.
- Ability to actively listen and to give full attention to what other people are saying; ability to understand the points being made, ask questions as appropriate to clarify information and ideas presented through spoken words and sentences.
- Ability to keep information confidential.
- Ability to develop specific goals and plans to prioritize, organize and accomplish work.
- Ability to effectively present information and respond to questions from Board Members, groups of managers, clients, customers and the general public.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to exercise discretion and independent judgment in fulfillment of responsibilities; ability to analyze information, anticipate risks to quality assurance, and evaluate results.
- Must be proficient in the use of basic office equipment, business software (specifically, Microsoft Office Suite) and internet research methodologies.
- Ability to learn and use cloud-based database software.
- Attention to Detail – Ability to pay close attention to detail for accuracy and thoroughness in completing work.
- Collaboration and Teamwork – Ability to work cooperatively with other individuals and make valued contributions to the outputs of others in order to assist own team or project to achieve the required outputs.
- Communication – Ability to listen to others, process information, and communicate effectively in oral and written formats, including knowledge of the structure and content of the English language.
