Primary Purpose of the Organizational Unit

Financial Planning & Budgets provides basic information and guidance to all departments/schools and offices of the University concerning the establishment, revision, reporting, administration and control of budgets as directed by the Chancellor, Board of Governors, State Budget Director and North Carolina General Statutes.

Financial Planning & Budgets coordinates the preparation of the biennial budget request and administers those budgets when approved. The office also administers budgets for auxiliary operations, the Chancellor’s allocation of unrestricted gifts and investment income, student fees and overhead receipts. The office plays an integral role in the issuance of bonds to finance self‑supporting construction projects and prepares financial projections for auxiliary operations and student fees.

The budgetary administration of state and trust accounts is administered under state budget policy. The nature of each account type determines whether formal budgetary controls are required. Ultimate responsibility for accountability, administration and control of all budgets has been delegated by the Chancellor to the Vice Chancellor for Finance and Administration.

Position Summary

The Budget Analyst serves as the primary administrator for the lifecycle of EHRA (Exempt from the State Human Resources Act) position budgets s role ensures the fiscal integrity of all state and non‑state funded EHRA positions by managing position control within the Banner HR/Finance systems, overseeing salary increase processes and maintaining compliance with University, UNC System and State guidelines.

Minimum Qualifications

  • Mid‑to late‑career with Master’s degree and 2 – 4 yrs experience; or Bachelor’s degree and 3 – 5 yrs experience.

Preferred Qualifications

  • For candidates with a degree in an unrelated field, a minimum of five (5) years of directly related experience in position control, budget management or salary administration is preferred.
  • All qualifying experience must be within a higher education or public sector environment to ensure familiarity with complex fund accounting and regulatory compliance.
  • Significant hands‑on experience and familiarity with the Banner ERP system (specifically HR and Finance modules) and in managing university position data.

Position Control & Budget Management

  • System Administration:
    Manage and maintain position control for budgeted salaries across all funding sources (state and non‑state) within the Banner HR and Finance systems.
  • Fiscal Oversight:
    Ensure all EHRA positions possess adequate funding to cover annual salaries. This includes reviewing and approving job assignments, position actions, budget transfers, and budget flexes.
  • Compliance & Reconciliation:
    Prepare, analyze, and process budget revisions and transfers. Ensure Banner HR and Finance modules balance at least twice per month and upon fiscal year‑end.
