This is skilled professional engineering work in the Albemarle Construction Office. Positions in Senior Assistant Resident Engineer classification position are responsible for day-to-day activities of contract administration of major construction projects to ensure timely delivery and budget compliance and supervision of employees engaged in the inspection of these projects. The position will assist in the management and oversight of NCDOT and Construction Engineering & Inspection (CEI) personnel for surveying, project inspection, and various contract administration duties to ensure compliance with the Department’s specifications, standards, guidelines, and policies.

This position will be responsible for ensuring quality work and safety compliance. The position requires proficiency in plan reading, highway engineering calculations, problem solving, and some personnel management. The position also requires the ability to use various computer programs such as MS Office programs, SAP, and HiCAMS. SharePoint. Contract administration duties include communicating daily with contractors and construction office staff;

evaluating pricing and time considerations for Supplemental Agreements and Claims as needed; creating and monitoring project records (correspondence, estimates, daily reports, project material certification),responding to inquiries from the public, local government and news media; scheduling and leading various meetings with contractors, employees and other stakeholders; performing project inspection and safety reviews; and budget reviews. Must have full knowledge of DOT policies and procedures and contract administration.

Ability to apply engineering principles to difficult or complex engineering problems and make sound recommendations and decisions. Ability to independently communicate well, both orally and in writing, with various stakeholders including but not limited to upper management, local political officials, municipalities, property owners, consultant groups, and media outlets. Understanding of general departmental policies and procedures and their application. Must be able to make inspections in various types of weather and terrain on assigned projects.

Must be able to work safely in an outside environment with exposure to hazards present on construction sites including traffic, heights, and traversing rough, steep, and uneven terrain. Will be subject to high volumes of traffic and extreme temperatures/weather conditions. Must be able to perform moderate physical activity such as walking, climbing, kneeling, and standing. May be required to work nights, weekends, holidays, and extended hours as necessary.

Work is subject to both inside and outside environmental conditions. Possess working knowledge of principles and practices of civil engineering and construction methods, materials, and equipment.
