Position: Athletic & Park Permitting Administrator (15176, Grade 30)

Overview

The Maryland-National Capital Park and Planning Commission, Prince George's County Department of Parks and Recreation’s Management Services Division, is seeking an Athletic & Park Permitting Administrator (Class Spec – Department Program Administrator) to oversee the permitting and scheduling of athletic fields, gymnasiums, picnic shelters, park buildings and other community facilities to ensure equitable access, proper usage, and alignment with Park Rules, property agreements, leases, and Memoranda of Understanding (MOU).

Responsibilities include oversight, development, coordination, and administration of all agreements and related permit partnerships for the Parks and Recreation Department. This position is also responsible for overseeing the Park House program, including administration of use, repairs, renovation work, CIP, and demolition of park houses.

Responsibilities
  • Supervise staff, coordinate with internal and external stakeholders, manage usage conflicts, and ensure compliance with safety and facility use standards.
  • Ensure all agreements align with the department’s mission, legal requirements, and strategic goals, and that all parties involved comply with agreement terms.
  • Expert knowledge of, and skill in, (1) principles, practices, and techniques of park and recreation management to effectively manage areas of assignment such as recreation programming and permitting; (2) park or recreation administration; (3) public administration; (4) budgeting; (5) acquisition policies and procedures; (6) safety and health regulations; (7) program and project management; (8) marketing and revenue-generating techniques; (9) craft and trade practices;

    (10) Commission organization, policies and procedures.

  • Knowledge of, and skill in, planning, assigning and reviewing work; budgeting using capital resources; managing resources to accomplish work; and supervising at the second and third level, including applying HR management and EEO principles and practices.
  • Ability to serve as a subject matter expert in assigned areas; coordinate multiple sites and staff; develop goals and objectives for programs; organize and gather complex research data; oversee development of technical reports and marketing materials; oversee maintenance of grounds, buildings, nature centers and facilities; and manage complex program planning and resource utilization to achieve high program effectiveness.
  • Strong problem-solving skills to identify and solve complex issues, forecast budgets, and review acquisition documents; negotiate proposals to achieve desired results.
  • Excellent communication skills to understand, summarize, and present information to diverse audiences; resolve complaints; negotiate contractual agreements; and interpret construction-related information.
Qualifications
  • Bachelor's Degree in Human Resource Management, Communications, Business Administration, Public Administration, Management Science, or related field.
  • Six (6) years of progressively responsible experience in duties related to this class specification.
  • An equivalent combination of education and experience may be substituted, which together total 10 years.
