Overview
Under general direction, participates in directing, managing, supervising, and coordinating Fire Department programs and activities including fire prevention, suppression, investigation, inspection, and public education; assists with coordinating assigned activities with other City departments, divisions, and outside agencies; provides highly responsible and complex administrative support to the Fire Chief and Assistant Fire Chief.
- Reports to the Fire Chief or his/her designee.
- May supervise and/or provide scheduling, work direction, training and/or evaluation of part-time, technical and administrative staff.
The following functions and duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address City needs and changing business practices.
Responsibilities- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Fire Chief and Assistant Fire Chief; assist with the implementation of improvements.
- Provide training, motivation, and evaluation of Department personnel; provide or coordinate staff training; work with employees to correct deficiencies.
- Provide support for the planning, direction, coordination, and review of the work plan for the Fire Department.
- Provide input for the development of the Fire Department’s annual budget and assist with the monitoring of expenditures as requested.
- Under direction from the Fire Chief and/or Assistant Fire Chief, serves as a liaison for the Fire Department with other City departments, divisions, and outside agencies.
- Provide responsible staff assistance to the Fire Chief and Assistant Fire Chief; prepare and present staff reports and other necessary correspondence; participate in providing technical presentations to the City Administrator, City Council and various groups as requested.
- Assist with a variety of organizational studies, investigations, and operational studies; recommend modification to Fire Department programs, policies, and procedures as appropriate.
- Respond to fire, medical, rescue, and hazardous material alarms; ability to assume command at fire and medical incidents.
- Supervise and perform the testing of apparatus, hoses, and related equipment; conduct weekly apparatus equipment inspections; ensure all apparatus, communication and disaster equipment are in a state of readiness.
- Support the preparation of and/or prepare classroom training; training evolutions and the props needed for extrication, fire evolutions, confined space, ventilation, and or training that occurs at the training facility.
- Perform general maintenance and housekeeping at Fire Station #1, Fire Station #2, and the Fire Department Training Facility, along with equipment, squads and apparatuses.
- Maintain and present the Fire Department safety program.
- Support the Fire Prevention Chief with the preparation and implementation of fire prevention programs for schools, businesses and the general public.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of fire science; attend trainings as requested by the Fire Chief.
- Serve as the Fire Chief upon the request of, or in absence of the Fire Chief and/or Assistant Fire Chief.
- Assist with City Emergency Management duties as assigned.
- Coordinate and assist with all firefighter training, certification requests, firefighter growth, PR work and grievance policy.
- Perform other related duties as assigned.
Knowledge of:
- State and local government operations, including state statutes and City ordinances.
- City of Green River opinions, views, laws, rules, policies, and the philosophies, responsibilities and relations of the City Council, Department Heads, and City of Green River Employees.
- Modern office procedures, methods, and equipment including computer equipment and applicable software programs including databases, desktop publishing, Microsoft Office Suite and web-based/on-line social media outlets.
- Proper English usage, spelling, vocabulary, grammar, and punctuation.
- Principles and practices of business letter writing.
- Principles and techniques used in dealing with the public.
- Operational characteristics, services, and activities of comprehensive fire prevention and fire suppression programs.
- Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
- Modern and complex principles and practices of program development and administration.
- Pertinent federal, state, and local laws, codes, and regulations including the International Fire Code.
