Chief Human Resources Officer

Job Summary

This position is part of the Defense Nuclear Facilities Safety Board (DNFSB) and is responsible for planning, directing, and administering agency‑wide human resources (HR) programs. The incumbent provides HR operational and management advisory services and program oversight across the full span of HR functions.

• Serve as Chief Human Resources Officer, responsible for planning, directing, and administering all DNFSB HR programs and human capital initiatives.
• Advises agency leadership on HR strategy, workforce planning, organizational design, talent acquisition, compensation, performance management, and workforce policy issues.
• Ensure compliance with Federal laws, regulations, merit system principles, and OPM guidance.
• Oversee delivery of operational HR functions and services including award program, position management, workforce development, recruitment, performance management, pay and leave administration, anti‑harassment program, executive resources, and training and development.
• Direct accountability auditing of internal HR programs, ensuring integrity, quality, compliance, and translating findings into actionable improvements.
• Supervise HR staff of civil servants and contracted support staff, plan, schedule, assign work, establish performance expectations, conduct evaluations, interview and select candidates, resolve complaints and grievances, and identify developmental and training needs.

• U.S. citizenship required.
• Must pass a pre‑employment drug screening.
• Selective Service registration required for male applicants, unless exempt.
• Education cannot be substituted for specialized experience at this series/grade level.

The Defense Nuclear Facilities Safety Board (DNFSB) is an independent agency in the Executive Branch whose mission is to oversee all activities affecting nuclear safety within the Department of Energy’s (DOE) nuclear weapons complex and recommend measures to ensure the public and worker safety.
