Job Summary

This position is responsible for the overall management and coordination of all clinical, operational, and administrative functions of Adult Behavioral Health programs and services within HHS. These programs include Adult Protective Services, Crisis Services, Community Mental Health Services, and Substance Use Prevention and Treatment Services. The Behavioral Health Manager ensures compliance with all applicable regulatory requirements and quality standards for an Outpatient Mental Health Clinic and is responsible for maintaining certification and compliance under the Wisconsin Administrative Code, including DHS 75 and DHS 35;
Emergency Mental Health Services under DHS 34;
Comprehensive Community Services under DHS 36; and the Community Support Program under DHS 63. This position works under the direction of the Community Services Administrator.

Essential Duties
  • Plans, organizes, and develops a comprehensive and responsive system of community based mental health and substance use services.
  • Facilitates the establishment of a clear vision, operating principles, goals, objectives and performance measures for assigned programs and services, continuously seeking means of improving operations and making recommendations for needed changes and improvements.
  • Remains abreast of and assures the application of evidence based and best practices in assigned areas and monitors the effectiveness of programs and services.
  • Selects, assigns, trains, supervises and evaluates subordinate unit supervisory and other assigned staff, assuring coordination, consistency and collaboration in service delivery.
  • Acts as liaison and maintains positive relations with other department units, community and state groups, and agencies.
  • Actively promotes a respectful, solutions focused work environment by facilitating effective communication, constructive problem-solving, and strengthening collaborative working relationships.
  • Prepares grant applications and pursues new funding initiatives in line with strategic department goals and objectives.
  • Participates in and facilitates the development of purchase of service contracts, performance and outcomes measures, and oversees utilization management in assigned areas.
  • Oversees behavioral health and adult protective services budget and participates in the annual department budget process, including presentations at Board and Committee meetings as needed.
  • Monitors revenues and expenditures on a continual basis, recommending program changes as necessary to maintain fiscal responsibility.
  • Reviews and approves purchase requests and billing invoices.
  • Develops and recommends policy and position statements for assigned programs.
  • Evaluates and recommends if mandated services are provided directly through department staff members, through a regional collaborative, or contracted providers.
  • Maintains awareness of federal, state, and county laws and regulations, local requirements and policy impacting funding and service delivery.
  • Assures compliance of assigned programs and staff with federal, state, and other regulatory, licensure, and accreditation standards.
  • Completes required state, federal and local reports with regard to unit activities and funding.
  • Completes program administration and recertification of Behavioral Health Programs including:
    Emergency Mental Health Services under DHS 34, Outpatient Mental Health Clinic Services under DHS 35, Comprehensive Community Services under DHS 36, Community Support Program under DHS 63 and Community Substance Use Services under DHS 75.
  • Serves as unit contact in responding to consumer-related complaints and employee grievances.
  • Makes recommendations for, coordinates, and implements procedures for staff training.
  • Assists with the Emergency Support Function (ESF) 6 implementation of programs and services to aid victims of an emergency or disaster.
  • Assists with victim related recovery efforts such as crisis counseling and identifying support for persons with functional needs in affected areas.
  • Assists with coordinating and leading the Functional Assessment Service Team, who evaluate the needs individuals may have and determine whether they can be supported in a reception center or emergency shelter.
  • Participates in training and exercise/drills to prepare for and respond to emergencies and ESF responsibilities.
  • MAY keep minutes or prepare agendas while acting as a committee representative.
  • Confers with colleagues in other County departments and agencies, and in organizations outside of the County to maximize cooperation in areas of joint involvement, and to create partnerships among clients, families, staff and other public agency and private sector resources.
