Job Summary:

The Plans Examiner - Development Review Engineer within the Stormwater division serves as the primary contact with Community Development and the City’s Engineering Development Review group for development projects in Greeley. Responsible for ensuring compliance with stormwater-related design standards in new developments and capital projects, the position encompasses drainage, floodplain considerations, erosion and sediment control, and stormwater quality/post-construction controls. It involves performing advanced technical stormwater reviews and coordinating between internal departments and external stakeholders to ensure regulatory compliance and efficient project delivery.

Experience,

Education, and

Skills:
  • Bachelor’s degree in Engineering, Water Resources, Planning, Watershed Science, or related field.
  • One or more years of related experience (e.g., development review, drainage/stormwater design, construction, inspections/field verification).
  • General understanding of civil engineering, utilities infrastructure, and water and sewer system rehabilitation.
  • Possession of a valid driver’s license.

Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred
  • Possession of an Engineer-in-Training (EIT) or Fundamentals of Engineering (FE) certification or progress toward Professional Engineer (PE) licensure.
  • Two or more years of experience as a Development Review Engineer or in a related field.
  • Working knowledge of municipal development processes, including experience interpreting codes, criteria, and policies.
Knowledge, Skills, and Abilities:
  • Knowledge of permitting requirements, including FEMA floodplain considerations and Colorado Department of Public Health and Environment regulations.
  • Strong collaboration skills for working with diverse teams.
  • Proficiency in Microsoft Office and the ability to learn new software systems.
  • Strong oral, written, and listening communication skills.
  • Excellent organizational skills and the ability to manage multiple tasks.
  • Ability to work independently and as part of a team.
  • Conflict management and consensus-building skills.
  • Strong analytical, problem-solving, and critical-thinking abilities.
Essential Functions:
  • Perform technical review of development plans to ensure compliance with applicable City codes, state and federal regulations, and established stormwater criteria, including drainage, water quality, and floodplain requirements.
  • Review construction drawings, drainage reports, erosion and sediment control plans, Stormwater Management Plans, grading plans, development agreements, operations and maintenance manuals, landscaping plans, and related specifications for completeness and regulatory conformance.
  • Serve as a liaison between Stormwater, Engineering Development Review, Planning, Water Quality, other City departments, and external stakeholders including private design engineers, land development firms, and construction contractors.
  • Coordinate and collaborate with internal departments, consultants, contractors, and the public to resolve technical issues and facilitate project approvals.
  • Gather, review, monitor, and track documentation and technical information submitted by contractors and developers throughout the development review process.
