Overview
This position serves as a Youth Center Rights Coordinator. The purpose is to ensure that youth rights are upheld and that youth are treated with dignity, respect, fairness, and equity. This role ensures compliance with nondiscrimination policies, manages grievances related to discrimination, and develops policies and staff training related to youth rights. The position supports administration with reporting and promotes an inclusive work environment based on DYS policies and Youth Rights.
It partners with administration and first-line supervisors to educate staff and ensure they follow DYS Youth Rights policies.

– Youth Center Rights Coordinator
- Review videos involving physical response, abuse allegations, and youth grievances; additional reviews as required by the Youth Center Administration.
- Collect, review, and respond to youth grievances in accordance with DYS Policy 13.2; log grievances and submit monthly data to Administration by the 3rd of each month for the previous month’s data.
- Oversee and deliver Youth Center training related to PREA, Youth Rights, and other relevant youth-rights training.
- Collaborate with the Youth Center PREA Compliance Manager to gather information for internal investigations.
- Serve as the Youth Center Volunteer Coordinator, ensuring compliance with DYS Policy 20.2.
- Facilitate monthly student council meetings, record notes, and report outcomes to Youth Center Administration.
- Facilitate youth and staff restorative processes following investigations or allegations, in line with DYS Policy 3.14.
- Participate in CRT activities for LGBTQIA2S+ youth, ensuring compliance with DYS Policy 13.9.
- Assist Administration with data collection for CPO requests.
- Ensure compliance with CDHS policies on HIPAA Privacy, Confidential Information, and Internal Investigations; maintain confidentiality in all matters.
- Ensure basic rights and needs of youth are met with dignity and respect for all youth irrespective of ethnicity, gender, religion, or sexual orientation.
- Review Minor Rule Violations and approve appropriate interventions.
- Ensure youth complete assigned interventions; align with DYS policy on rule violations.
- Conduct Major Rule Violation Hearings and provide feedback to staff on incident reports.
- Uphold due process and implement Restorative Community Justice (RCJ) and related interventions.
- Respond to and resolve youth grievances; act as primary youth grievance officer to ensure rights and policies are upheld by staff.
- Oversee youth center programming and ensure compliance with Youth Rights laws; document all program activities.
- Lead trauma-responsive tools, follow the DYS Treatment Model, and supervise staff in implementing the Youth Center’s behavior management program positively. Model and coach staff in problem-solving groups and other educational groups; provide on-the-floor coaching in Safe Correctional Practices and Trauma-Informed Care.
- Monitor safety and security of volunteers/contractors; support educational initiatives.
- Oversee accurate documentation of daily Youth Center operations; review, write, train, and implement DYS policies and Youth Center standards.
- Ensure documentation for Youth Center and youth searches; document unit activities and relevant logs.
- Document Suicide Precaution Monitoring (SPM), growth/change plans, NDR status, Seclusion, and Medical Watch as per policy.

Education/Licensure/Certification/ExperienceMinimum Qualifications:
