The Prince George’s County Department of the Environment is currently seeking qualified applicants to fill a Systems Analyst, (Programmer-Systems Analyst 3A) grade A24 position, in the Strategic and Administrative Services Division.

About the Position

The incumbent in this position will be responsible for developing and implementing IT improvements and refresh projects to secure, standardize, and improve critical agency operations; is also responsible for installing, configuring, monitoring, and maintaining network, telecommunications, and/or systems hardware/software; and analyzes hardware/software failures, connectivity, and monitoring systems to ensure availability to all users, performing necessary systems or telecommunications maintenance as required.

Work is performed under administrative and technical supervision of the department’s IT Manager, while exercising a high degree of independence.

About the Agency

The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division);

collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).

Responsibilities
  • Oversees the design, development and deployment of new applications and technologies within the department.
  • Creates and implements solutions that enhance staff productivity, improve service delivery, and increase overall operational efficiency with emphasis on automating manual processes and optimizing workflows to better meet departmental goals.
  • Serves as the initial point of contact for technical assistance over the phone, by email, or on-site.
  • Ensures that agency computing and productivity devices including laptops, desktops, printers, plotters, servers, and telecommunication devices – are properly configured to operate within OIT’s network and security parameters.
  • Provides diagnostic support to IT hardware and software errors or misconfigurations across the agency.
  • Rebuilds, procures, and/or replaces hardware and software components of IT equipment in accordance with any published County IT standards.
  • Develops or updates IT project plan, to include identifying project objectives, technologies, systems, information specifications, schedules, funding, and staffing.
  • Conducts project meetings to advise stakeholders and/or consultants of the status of IT related projects.
  • Provides direction and assists in the preparation of documentation for assigned IT projects to enable user training, iterative or periodic development on similar base requirements, and audits.
  • Compiles project status reports, coordinates project schedules, manages project meetings, and facilitates/coordinates the resolution of technical problems within intra- and inter-departmental teams.
  • Administers ongoing information technology related functions to ensure implementation is done in accordance with industry standards and meets agency and County strategic goals, plans, and policies.
