NATURE OF WORK
Responsibility for performing office and field work enforcing compliance with City Ordinances, and state and federal requirements, particularly those associated with Sanitary Sewer and Industrial Pretreatment. Assists in interpreting and developing policies regarding new or proposed federal regulations involving these areas. Work is performed under general supervision by the Environmental Division Manager.
Essential Functions Of Work- Regulatory oversight of permitted industrial users: 35%
- Reviews monthly Discharge Monitoring Reports from each industrial user.
- Enters corresponding sampling data in record keeping software.
- Calculates and determines any instances of significant non-compliance in association with industrial users.
- Performs appropriate enforcement activities in accordance with Environmental Division Enforcement Response Plan & City Ordinance.
- Maintains records of enforcement activities.
- Conducts annual inspections and applies Enforcement Response Plan/City Ordinance requirements in a fair and equitable manner.
- Prepares monthly billing reports.
- Assists in carrying out the Industrial Pretreatment Program: 25%
- Development and implementation of Industrial Pretreatment Program Standard Operating Procedures (SOPs).
- Maintains a working knowledge of Federal Regulations, City Ordinances and Wastewater Treatment Plant discharge permit requirements.
- Maintains complete and accurate administrative compliance records/files to the satisfaction of Federal Regulations.

- Installs and operates field monitoring devices.
- Operates and maintains portable flow measurement and sample collection equipment.
- Detailed knowledge of sampling techniques, sample preservation and analysis methods and chain-of-custody procedures.
- Performs inspections of industrial and commercial establishments.
- Communicate with Public: 5%
- Communicates requirements of City Ordinance to commercial and industrial establishments.
- Communicates with residents regarding reports of illegal activities.
- Assists in writing permits, correspondence, laboratory reports and other periodic reports.
- Investigates complaints of illegal activity: 5%
- Communicates with others regarding finding of suspected illegal discharges.
- Knowledge pertaining to collection of relevant data and/or evidence.
- Coordinates response activities with Sewer Jet crew, Wastewater Treatment Plant personnel, and other departments as necessary in order to mitigate potential illegal discharges.
- Prepares reports: 5%
- Prepares reports of investigation findings and enforcement activities.
- Prepares reports required for the Industrial Pretreatment Program.
- Keeps abreast of new and proposed Federal Regulations: 5%
- Reads and interprets the Federal Register pertaining to Clean Water Act regulations.
- Performs other research to determine impact of new and proposed Federal Regulations.
- A minimum of an Associates of Sciences Degree (A.S.) in Environmental Science, Environmental Studies, Environment Technology, Watershed Sciences, Natural Resources, or a closely related field is strongly desired. (A combination of education and applicable job experience may be substituted for an Associates degree at the discretion of the City.)
- Three years of previous work experience in Civil Engineering, Environmental Engineering, Watershed Science, Natural Resources, Biological Systems Engineering, Storm Water Quality Compliance, Construction or a combination of these fields. Preference will be given to individuals that have work experience directly related to the essential job functions.
- Employee must possess or have the ability to obtain valid Montana driver’s license.
- Complete USEPA’s Pretreatment Facility Inspection training course (or similar) within one year of employment.
- Complete OSHA 40-hour HAZWOPER Training within one year of employment.
- Maintains and applies a working knowledge of wastewater and industrial wastewater treatment techniques.
