Overview
The Josephine County Board of Commissioners requests qualified individuals to apply for interim appointments to fill vacancies created by Andreas Blech's resignation and the successful recall of Chris Barnett. The successful applicants will be appointed to serve as Position 1 and Position 2 until the person(s) elected at the next general election takes office. Per state law (ORS 236.215, 204.016), the minimum qualifications are:
Citizen of the United States;
Elector (registered voter) under the Oregon Constitution (Article II §
2); and Resident of Josephine County for a period of six months preceding the next election, which will occur on May 19, 2026.
The Board of Commissioners is the governing body of the County. Within the limits of State law and County charter, the Board is empowered to adopt ordinances, establish programs, levy taxes, appropriate funds, make appointments, and zone property in the unincorporated area. In addition, members of the Board represent the County on numerous intergovernmental bodies. Board members, in partnership with County staff, work to ensure the services and programs essential to the prosperity of Josephine County continue to be delivered.
This position is an interim appointment and will end January 4, 2027.
Applicants will be considered using the following criteria:
1. Work Experience- Prior experience in government roles or community-based leadership positions.
- Experience in governance, policy-making, or public service is valuable.
- Familiarity with county operations and/or local government regulations.
- Understanding of budgeting, financials, and resource allocation (within local government preferred).
- Ability to develop and implement long-term and short-term plans for the county. Ability to utilize project management skills.
- Ability to lead diverse groups and manage conflicts.
- Prior leadership of more than 30, in multiple departments preferred.
- Proven track record of decision-making and problem-solving.
- Leadership classes or certifications would be beneficial to someone in this position.
- Accountability for their work and actions, including to their staff. Upholding integrity.
- A degree in public administration, political science, law, or a related field can be beneficial.
- Recommendations:
- Master’s degree + 3 years experience
- Bachelor’s degree + 5 years experience
- Associate’s degree + 7 years experience
- High School Diploma or GED equivalent + 9 years experience
- Strong verbal and written communication abilities, including public speaking. The ability to speak with clarity and convey ideas clearly and concisely.
- Demonstrate active listening to all members of the community, including the capacity to engage and collaborate with the community, stakeholders, and other officials.
- Work daily to build trust and rapport with staff and constituents, maintaining empathy for community members with diverse perspectives and backgrounds. Ability to represent and advocate for the interests of constituents.
- Ability to work effectively with other commissioners, agencies, and community groups.
- Experience with computers, Microsoft products, and virtual meetings.
Important topics that will also be taken into consideration:
1. Knowledge of Local Issues- Understanding of the specific needs and challenges facing the community.
- Awareness of local resources, demographics, and economic conditions.
- A commitment to transparency and ethical governance.
- The ability to disclose all financial interests and business relationships when it relates to Josephine County.
- The ability to recuse yourself from decisions where a personal, familial, or financial interest exists.
- Report any potential conflict immediately upon becoming aware of it.
- Use government funds, vehicles, staff time, and property only for official purposes.
- Do not use public resources for personal, political, or campaign activities.
- Protect confidential and classified information from misuse or disclosure.
- Active involvement in community service or local organizations.
- Consider:
Volunteer Work, Public/Community Advisory Board Participation, Positive Local government participation, partnership building (with schools, business and organizations), advocacy work, civic engagement initiatives, participation in local cultural and recreational activities
