Position: Full Time Human Resources Specialist - Benefits

The purpose of this position, HR Specialist – Benefits/Risk/Leave, is to work with city departments, employees, and retirees, and external carriers/vendors to administer various city employee policies and programs. This includes our full range of employee benefits, including but not limited to medical, dental, vision, health savings accounts, life insurance, disability, and retirement. This position also administers workers’ compensation, including drug/alcohol testing and other safety programs.

This position manages employee leaves of absence, including FMLA and Non-FMLA leaves, unpaid leaves, and light-duty assignments. This position is also responsible for reconciling and paying monthly invoices associated with benefits and workers’ compensation.

  • Participate in team or special projects that arise as needed.
  • Identify process changes, update policies, procedures, and document such.
  • Implement new software related to business operations to ensure a smooth transition from current processes.
  • Process all related electronic updates in the HRIS/HRMS system or paperwork necessary and related to job; scan to personnel files as needed on a timely basis.
  • Strong verbal and written communication skills are required; ability to communicate with diplomacy, confidence, effectiveness, clarity.
  • Ability to creatively identify issues, craft resolution and implement through application of sound business solutions and within business ethics, policies, and culture.
  • Regular and dependable attendance is required.
  • All other duties as assigned by a supervisor/manager within your department/division.
Benefits, Risk, and Leave Administration:
  • Administers various employee policies and programs, such as medical, dental, vision, health savings accounts, disability, life insurance, retirement, drug & alcohol testing, workers’ compensation, and leaves of absence.
  • Prepares materials, communicates with new hires, and provides detailed presentations on benefits, workers’ compensation and leave programs at New Hire Orientations.
  • Conducts retirement meetings, provides retirement education to employees and retirees, and processes retirements.
  • Assists team with Open Enrollment; prepares materials, communicates with employees and retirees, providing detailed instructions and support.
  • Assists team with annual Benefits and Wellness fair; prepares materials and supports Wellness Coordinator to properly execute the event.
  • Manages all incoming employee and retiree inquiries and concerns related to benefits, workers’ compensation, and leaves of absence; coordinates with vendors as needed; provides problem resolution. Escalates complex inquiries to Business Partners.
  • Provides training to employees on benefits enrollment and leave system; manages all inquiries regarding system. Escalates complex system issues to Business Partners.
  • Man all employee and retiree data changes within enrollment and leave system, including new hires, qualifying life events, terminations, retirements, and leaves of absence.
  • Manages all data changes within workers’ compensation vendor portals, and coordinates workers’ compensation processes with vendors, management, and employees.
  • Tracks all benefits, retirement, workers’ compensation, drug & alcohol testing, and leave of absence activity within appropriate spreadsheets and systems.
  • Ensures proper record keeping of benefits, workers’ compensation and leave documents within our digital filing software.
  • Runs and monitors benefits and leave reports within system; monitors new enrollments and changes within vendor portals to ensure new enrollees or updates are successfully completed.
  • Coordinates with payroll to ensure all premium refunds and catch-ups have been processed to reflect benefits changes. Ensures payments for unpaid leaves are applied and processed.
  • Reconciles and processes monthly benefits and workers’ compensation invoices and ensures all changes are reflected accurately for each prior month.
  • Ensures plans and programs associated with benefits, workers’ compensation, and leave are administered per the provisions of each policy and follow IRS and federal guidelines/regulations.
  • Assists Business Partners and HR Manager as needed on compliance requirements, audits, and other projects.
    • Education: HS/GED required.
      * Bachelor’s Degree preferred.*
    • Experience: A minimum of 2 years’ experience in performing Human Resources duties in the areas of benefits, workers’ compensation, and leave.
      * Experience in all three areas is preferred.*
    • Licenses: Valid Class C Driver's License required.
