Position Overview

GRAND FORKS HOUSING AUTHORITY

Position Title: Housing Intake and Waitlist Specialist
Reports To: Director of Housing Programs
Location: On-site, Grand Forks, ND (No remote option)
Job Type: Hourly, Non-Exempt

The Housing Intake and Waitlist Specialist is responsible for managing the intake and eligibility verification processes for applicants to the housing programs administered by the Grand Forks Housing Authority (GFHA). This includes ensuring accurate maintenance of program waitlists and ensuring compliance with applicable federal, state, and local regulations. This position requires strong organizational and communication skills, attention to detail, and the ability to work with sensitive information in a professional and confidential manner.

Key Responsibilities
  • Conduct interviews with applicants to verify eligibility for housing programs including Housing Choice Voucher (HCV), Low-Income Housing Tax Credit (LIHTC), and other GFHA-administered programs.
  • Process and maintain applicant files, ensuring timely and accurate data entry, documentation, and compliance with HUD and GFHA guidelines.
  • Update and maintain waiting lists, spreadsheets, and audit records, correcting errors or discrepancies promptly.
  • Explain program requirements and waitlist procedures to applicants and assist them with the application process.
  • Issue written determinations of eligibility or denial in accordance with policy and regulations.
  • Track changes in applicant status and maintain accurate records in GFHA’s database systems.
  • Respond to applicant and public inquiries regarding application status and program details.
  • Compile statistical and performance data for internal and HUD reporting.
  • Collaborate with Property Managers to coordinate unit availability and applicant referrals.
  • Assist applicants with Rent Cafe logins and troubleshoot access issues as needed.
  • Create and maintain intake files for new tenants; ensure proper documentation is complete and organized.
  • Perform other related duties as assigned.

Required Qualifications
  • Education: High School Diploma
  • Experience: A minimum of one (1) year of relevant experience in housing services, social services, or case management. Experience with HUD housing programs preferred.
  • Skills:
    • Working knowledge of affordable housing programs and related compliance requirements.
    • Strong clerical and organizational skills; ability to manage multiple files and meet deadlines.
    • Excellent written and verbal communication skills.
    • Proficient in Microsoft Office applications and experience with housing management software (e.g., Yardi/Rent Cafe) is desirable.
    • Ability to work with a diverse clientele in a courteous and professional manner.
    • High level of integrity and ability to maintain confidentiality.
Work Environment
  • This is a full-time, on-site position located in Grand Forks, ND.
  • Standard office hours apply; occasional flexibility may be needed based on workload and operational needs.
  • Job may involve moderate physical activity (e.g., lifting files, scanning documents).
