The City of Graham is seeking a dependable, detail-oriented individual to join our Utilities Department as a Utility Meter Technician. This position plays a key role in ensuring accurate water meter readings, maintaining customer accounts, and supporting the overall effectiveness of field operations.

Key Responsibilities
  • Perform routine field, specialized technical and manual work in collecting meter readings and field operations.
  • Read water meters on an assigned route and record readings into a handheld device.
  • Communicate service orders to the water billing department, take photos of equipment, and explain readings to citizens.
  • Clean meters, report damaged equipment, and schedule maintenance or replacement of meters and transmitters.
  • Conduct meter audits and troubleshoot the automatic reading system.
  • Operate City vehicle safely and efficiently, maintain the vehicle, and submit service requests as needed.
  • Connect and disconnect water services, install meters for new service and change‑outs, and assist with hydrant flushing, backflow testing, mowing, and other field operations.
  • Maintain logical and efficient reading routes and keep the route list updated.
  • Perform additional field operations duties assigned by the Field Operations Manager.
Required Knowledge, Skills & Abilities
  • Knowledge of street layout and meter locations on assigned routes.
  • Knowledge of utility service policies.
  • Accurate data entry skills using handheld computer and tablet.
  • Ability to work independently following a routine schedule.
  • Effective communication skills with citizens and the community.
  • Ability to establish and maintain effective working relationships with citizens, employees and other customers.
  • Ability to analyze data using standard reports, spreadsheets, or custom reports.
Physical Requirements and Working Conditions

This position is medium work, including exertion up to 100 pounds of force occasionally, up to 50 pounds frequently, and up to 20 pounds constantly to move objects. Activities include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. The employee must have visual acuity to perform transcription and operate a vehicle.

Work occurs indoor and outdoor, subject to extreme heat and cold.

Position Qualifications

The position requires a valid North Carolina Class C Driver’s License, completion of high school or equivalent, and some experience in an office environment requiring intense accuracy and timeliness, or an equivalent combination of education and experience. Local government, utility, or water distribution experience is preferred. The city’s cell phone reimbursement policy applies; therefore the employee is required to provide a data‑enabled phone for use in carrying out assigned duties.
