CMC's budgeted salary range for this role is $97,421.00 to $ annually. Final offers are based on candidate qualifications, experience, budget, and CMC's commitment to fair and consistent compensation practices. The full salary range for this position is $85,091.00 to $ annually.
CMC, a Goleta-based manufacturer of world-class equipment for search and rescue teams and professionals working at height, is seeking a strategic Human Resources Manager to lead all aspects of HR-from talent acquisition and employee development to culture building, HR operations, and compliance. This role partners closely with senior leadership to design and execute a people strategy that supports organizational growth and strengthens an engaged, bilingual workforce.

Responsibilities
Strategy & Leadership
- Partners with the leadership team to execute a comprehensive people strategy that supports the organization's business and growth objectives, both short-term and long-term.
- Advises leaders on organizational design, workforce planning, succession planning, and change management as the company grows and evolves.
- Manages all aspects of the HR department, including overseeing the daily workflow and priorities of the HR team members.
Talent Management & Development
- Leads the talent acquisition process, including recruitment, interviewing, and hiring for all roles
- Designs and implements learning and development programs and performance management system to support employee development, and provides leaders and team members a structure for goal setting and feedback.
ESOP & Culture
- Champions and integrates the ESOP/ownership mindset into HR practices, communications, leadership development, and employee engagement initiatives to strengthen employee understanding of ownership and shared success.
- Partners with Finance department to perform annual ESOP administration tasks.
Employee Relations & HR Operations
- Provides guidance, coaching and support to managers, HR Generalists, and employees on sensitive, complex, or confidential HR matters, including employee relations, accommodations, investigations, disciplinary actions, and terminations.
- Administers and continuously improves HR programs related to compensation, benefits, leave, and recognition while ensuring CMC's benefits are competitive and aligned with market data and company strategy.
- Supports and operates effectively within a bilingual workplace, ensuring HR communications, policies, training, and employee support are accessible and inclusive for English and Spanish speakers.
- Oversees HR systems and tools, ensuring they are optimized, scalable, and effectively support the organization's growth and operational needs.
Compliance & Best Practices
- Ensures ongoing compliance with federal, state, and local employment laws and regulations and enforces HR policies to align with legal requirements.
- Maintains current knowledge of HR trends, employment law updates, and emerging best practices, applying these insights to continuously strengthen HR programs and systems.

- Ability to work effectively in a bilingual (English and Spanish) environment; bilingual proficiency is preferred
Education and Experience
- Bachelor's degree in Human Resources, Business Administration, or a related field required.
- 5+ years of human resources experience and 2 years in a leadership position preferred.
- Experience supporting growth-oriented organizations, culture-building initiatives, and ESOP environments is a plus.
