The Air Force Civilian Service (AFCS) is looking for a Full‑Time General Engineer GS‑0801‑13 to work as Supervisory General Engineer at Seymour Johnson AFB, North Carolina, Goldsboro, North Carolina.
The 4th Civil Engineer Squadron (4 CES) is located at Seymour Johnson AFB, North Carolina, a smaller base with a proud heritage and bright future. The base is conveniently located one hour from Raleigh, two hours from the beach, and three hours from the mountains. The 4 CES maintains 1,200 facilities that keep aircraft across two flying wings in the air.
Within the 4 CES, the Engineering Flight is responsible for comprehensive planning, program development, and cradle‑to‑grave project management that keep the installation operational. The Engineering Flight is comprised of two elements. The Project Management Element is responsible for the cradle‑to‑grave project management through project execution and execution support (surveying, drafting, geographic information systems).
The Portfolio Optimization Element is responsible for comprehensive planning, program development, and energy management. As a supervisory engineer/architect position, the Project Management Element Chief plays a critical role in the success of the 4 CES working directly for the Engineering Flight Chief. This position is responsible for managing the process of advancing a rudimentary project scope provided by the Portfolio Optimization Element, refining the scope/estimate, developing a biddable project requirements package, negotiating within budget/schedule constraints, and oversight during the construction and warranty period.
Supervision of the Project Management Element provides a unique opportunity to demonstrate breadth and depth of project management knowledge and experience that are critical to the successful execution of facilities and infrastructure projects that keep the base operational. While professional licensure (PE, AIA, RA, PMP, etc.) is greatly desired, it is not required.

ResponsibilitiesThis supervisory engineer is expected to lead engineering project teams, manage project schedules and budgets, develop design and construction packages, negotiate contracting documents, ensure compliance with Air Force, Defense, and civilian standards, and maintain safety, security, and quality of all engineering activities. The engineer will also serve as a point of contact for program managers, contractors, and other stakeholders to ensure all engineering services are delivered on time, within budget, and to specifications.
Qualifications- Must have a professional degree in engineering
- U.S. citizenship required
- Must be able to obtain and maintain a Secret clearance
- Obtain & maintain a Security clearance
- May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency
- Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required. If registered in another state, the incumbent must obtain a North Carolina Professional Engineer or Registered Architect license within 12 months of filling the position
- Position requires that the employee acknowledge potential liability as a COR supervisor and that they may be held personally and financially liable for unauthorized contractual actions in accordance with DoDI 5000.72. Professional liability insurance will not be provided by the Government
