About the Division of Youth Services

The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates facilities serving youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed, and contracts with private providers.

DYS also manages Colorado Youth Detention Continuum for pre-adjudicated youth and administers juvenile parole services statewide.

Summary of the Position

This job exists as a supervisory position dedicated to overseeing and providing supervision for direct care Youth Services Security Officers. Responsibilities include supervision of subordinate staff and/or direct provision of services. Daily duties span scheduling, movement of juveniles, admissions/releases, orientations for staff and youth, security/control, educational support services, daily programming, recreation, meals, medical referral and follow-up, and customer service. The role includes identifying and addressing subordinate performance concerns, modeling policy compliance, and participating in the Youth Center Leadership Team to integrate trauma-responsive practices, the Sanctuary Model, and DYS strategic initiatives.

Performance

Management
  • Supervise subordinate staff involved in safe, secure, trauma-responsive direct care in a locked setting.
  • Lead, coach, and monitor staff as they complete daily tasks; ensure timeliness and quality of work; document performance concerns and apply Reflective Supervision.
  • Understand programming intent and supervise to expectations, including intake and release oversight.
  • Provide staff training and coaching reflecting the Sanctuary 7 Commitments.
  • Complete performance evaluations, position descriptions, and other personnel documentation per policy with guidance from Facility Administration.
  • Evaluate staff performance and determine appropriate ratings; determine steps in the progressive discipline process as needed.
  • Identify strengths and goals for staff and provide professional development opportunities.
Personnel and Supervision
  • Participate in hiring and support retention through onboarding, Reflective Supervision, and Field Training Officer (FTO) programs.
  • Review and improve procedures; plan professional development for staff.
  • Train staff on policies and ensure required annual and ongoing training is completed.
  • Address informal staff grievances and provide performance feedback; initiate progressive discipline with approvals.
  • Assign duties and supervise CYSO I and CYSO II staff; conduct monthly Reflective Supervision.
  • Provide coaching and mentoring, recognizing strengths and areas for improvement.
  • Lead staff in professional conduct and determine assignments; oversee hiring panels and corrective actions as needed.
  • Contribute to training schedules and facility training goals.
Safety and Security/Emergency
  • Exercise sound judgment and emotional control in crises; follow Emergency Response Protocols and conduct drills.
  • Maintain facility sanitation, hygiene, and safety standards; conduct weekly inspections and monitor compliance with policies and safety standards.
  • Ensure adherence to safety policies and supervise shift duties; position staff appropriately to intervene and respond to crises.
  • Authorize and oversee use of restraints when appropriate; participate in safety and behavioral plans; provide direct security coverage when needed.
  • Ensure proper searches and documentation; report discrepancies and implement safety and behavioral plans; monitor PREA compliance.
