This role is offered on a fixed term/secondment basis for 28 months. The hours are full-time, 37.5 hours per week.
The Estates & Facilities Team (EFM) at Gloucestershire Health & Care NHS Foundation Trust have a wide range of responsibilities including responsibility for the maintenance and development of the Trusts property portfolio,
The Programme Manager will provide programme management oversight and client responsibility for all construction related activity at the Trusts' Cirencester Hospital site as we delivery a range of improvement projects.
They will manage projects in a diverse capital programme as part of a multi-year portfolio of projects, ranging from minor works and backlog investment projects to major schemes of potentially £10m+.
You will be part of a highly skilled and motivated EFM team and ensure the delivery of capital investment to a consistently high standard, which ensures high quality and compliant delivery to programme budget and time constraints.
You will be a key representative for EFM, engaging with wider stakeholders from other healthcare organisations and beyond, to develop and deliver estates-related initiatives in support of the transformation of healthcare at the Cirencester Hospital site.

Main duties of the job- Work alongside clinical and operational colleagues to enable delivery of new models of care to transform service delivery
- Manage relationships with a variety of l partner organisations too successfully deliver transformation
- Provide programme management and oversight of the Cirencester portfolio of projects
- Deliver a complex programme of change that will transform the delivery of care at Cirencester Hospital by delivering both new and refurbished estate with a variety of partners
- Lead programme design, planning and delivery of programme outcome
- Lead on business case development and the delivery of capital projects in line with approved business cases
- Directly and indirectly manage staff within the programme team

Jobresponsibilities
Lead the planning and delivery of key programme activities, including design development, procurement stages, stakeholder engagement, and implementation phases. Ensure all planning processes comply with Trust policies, statutory requirements, and best practice project and programme management methodologies.
The postholder will develop and manage an agreed programme and ensure delivery within defined time, cost, and quality constraints. Plan, coordinate, and monitor multiple interdependent work streams, ensuring alignment with programme objectives and organisational priorities.
Produce and maintain detailed programme plans, schedules, and milestones, proactively adjusting to emerging risks, issues, and changes in scope. Ensure effective resource planning by identifying capacity requirements and coordinating contributions from internal teams, external contractors, and specialist advisors.
Make informed judgements on complex project matters, balancing competing priorities, operational constraints, financial considerations, and organisational risk.
Evaluate and interpret highly complex information to appraise a range of options, including where data is incomplete or conflicting, ensuring full consideration of legislation, Health & Safety requirements,…
