The FMC Compliance Specialist (Governance & Oversight) leads and manages the end-to-end FMC compliance framework for DACHSER’s U.S. NVOCC operations, ensuring that both DACHSER USA and the licensed NVOCC entity, KINGWOOD, fully comply with all applicable FMC and 46 CFR regulations. This role focuses on establishing strong governance rather than performing filings as a primary function. It ensures that all filings and FMC-related commercial and operational activities are compliant by design through effective policies, controls, monitoring, training, and continuous improvement.

The Specialist acts as the central coordination point between U.S. regulatory operations and key internal stakeholders—including pricing, operations, product, legal, and finance—supporting a proactive compliance culture while minimizing regulatory, financial, and reputational risk.

  • Own the FMC compliance framework for DACHSER USA/KINGWOOD: policies, controls, review cycles, evidence retention, escalation paths.
  • Ensure compliance with relevant FMC regulations (incl. 46 CFR Parts 515, 520, 532, 541), translating regulatory requirements into operational rules and controls.
  • Define and maintain a compliance calendar (review frequencies, regulatory updates, internal audit cadence, documentation retention).
  • Create and manage SOPs, checklists, and approval workflows to ensure compliance is embedded upstream (before customer impact).
  • Establish and maintain regular communication channels with FMC (as appropriate), ensuring timely responses and consistent messaging.
  • Coordinate FMC-related inquiries, audits, assessments, and inspections; manage evidence collection, remediation actions, and management reporting.
  • Implement ongoing monitoring to ensure accuracy and consistency of:
  • Tariff/rule publication, surcharges, amendments, access compliance
  • NSA vs. NRA application in the future and disclosures
  • Rate/rule alignment across internal systems (e.g., TLI vs. tariff platform)
  • Conduct periodic internal compliance reviews to detect discrepancies, root causes, and corrective actions.
  • Create a structured risk register (e.g., surcharge publication gaps, tariff access issues, documentation issues) with mitigation actions and owners.
  • Review and continuously improve together with the NVOCC Management Bills of Lading (B/L), terms/conditions, and invoice formats to ensure FMC alignment (including adjustment requirements).
  • Ensure FMC-compliant invoicing from DACHSER/Kingwood to customers (billing logic, surcharge disclosure, transparency standards, supporting documentation).
  • Provide compliance guidance for operational/commercial scenarios (demurrage/detention disclosures, direct B/L rules, access requirements, dispute prevention).
  • Oversee that tariff/rule filings and NVOCC rate mechanisms (e.g., NRA/TLI) are executed accurately and on time by the responsible entity/team and/or designated systems/providers.
  • Validate filing outcomes via quality controls (sampling, exception reports), not manual filing as the default.
  • Coordinate with pricing/product/operations to ensure filings reflect actual service offerings and governing rules.
  • Deliver targeted training to internal teams (pricing, operations, sales, finance) on FMC-relevant processes and “what good looks like”.
  • Drive process automation/digitization to improve compliance efficiency (e.g., automated checks for surcharge publication, invoice-rule alignment, audit trails).
Requirements
  • Bachelor’s degree preferred or equivalent relevant work experience.
  • 5+ years in ocean freight forwarding, NVOCC/OFF, ocean carrier environment, or transportation compliance.
  • Strong working knowledge of FMC / 46 CFR requirements and their operational implications (tariffs, NRAs, service contracts, transparency).
  • Proven ability to interpret ocean contracts, tariffs, and governing rules; strong attention to detail.
  • Hands‑on experience with FCL/LCL processes, customer billing, documentation flows (B/L, invoice), and dispute prevention.
  • Strong stakeholder management across pricing/operations/product/legal/finance; confident communicator.
  • Analytical mindset; ability to design controls, run reviews, and translate findings into process improvements.
  • System proficiency (tariff platforms, TLI/rate tools); advanced Excel (pivots, formulas).
