Cedar are proud to be working in partnership on a retained basis with Gloucestershire NHS Procurement Shared Service to recruit two exceptional Procurement Business Partners
.
This is a rare opportunity to take on a highly visible, strategic role within a progressive procurement function that directly supports frontline healthcare delivery. Here, procurement is not transactional it is a critical enabler of patient outcomes, innovation and long-term value for the public purse.
The OpportunityThis role is about more than running compliant tenders. It is about attitude, influence and impact.
You will operate as a true business partner engaging senior stakeholders, constructively challenging thinking, and championing best-practice procurement across a diverse and high-profile portfolio.
This is a cross-category role with a strong indirect focus
, covering key areas of spend including:
- IT & Digital
- Clinical goods and services
Experience with in IT, Indirects or Estates and Capital procurement would be advantageous; however, breadth of experience and the right mindset are more important than a single category specialism.
Key Responsibilities- Lead end-to-end tenders across the full procurement lifecycle
- Deliver compliant routes to market in line with PCR 2015 and/or Procurement Act 2023 (experience desirable but not essential)
- Utilise public sector frameworks and compliant sourcing strategies
- Influence and build credibility with clinical, estates and digital stakeholders
- Drive value for money, governance and measurable commercial outcomes
- Embed procurement best practice across the organisation
- Manage and develop others, demonstrating strong leadership capability
We are seeking proactive, commercially astute professionals who:
- Bring strong cross-category procurement expertise across indirect spend
- Are confident running complex, high-value tenders from strategy through to contract award and mobilisation
- Understand compliant public sector routes to market
- Are engaging and persuasive able to clearly articulate and "sell" the benefits of best-practice procurement
- Are resilient, solutions-focused and driven to raise standards
