Current vacancy exist in the Police Department. This recruitment will be used to establish an employment list that be utilized to fill future vacancies in other departments within the City of Glendora.
The City of Glendora is currently recruiting for a Management Analyst/Senior Management Analyst to support the Glendora Police Department. We are seeking an energetic, and dependable individual who is committed to public service and community support. The ideal candidate is a motivated self-starter with strong organizational skills and the ability to manage multiple tasks independently in a fast-paced, confidential, and public-facing environment.
This is an exciting opportunity to work on a variety of complex projects including the oversight and coordination of administrative, operational, code enforcement and emergency management functions within the Police Department. Responsibilities include supervising staff, managing facilities and support services, coordinating interagency and community relations, supporting disaster preparedness and response efforts, and ensuring compliance with applicable policies and regulations while fostering a positive and effective work environment.
An ideal candidate is able to collaborate with a wide variety of individuals at various levels within the City. Experience with a law enforcement agency is preferred.
Essential Job Functions- Under administrative direction, performs a full range of complex, responsible, and varied professional, analytical, systems, financial, policy, and/or other administrative analysis duties in providing highly responsible staff support for the organization or for an assigned department and/or division; develops, presents, recommends and implements plans, programs and recommendations; and performs other related duties as required.
- Management Analyst is the first journey-level class within the series. Incumbents in this classification typically perform a variety of professional level duties and responsibilities, including but not limited to administering assigned programs, developing new administrative procedures, analyze information and participate in the preparation and implementation of division budgets. Incumbents work closely with management on all matters which involve policy decisions, interpretation, and complex organizational matters.
Positions allocated in this class may exercise oversight of technical or clerical staff in execution of assigned duties. - Senior Management Analyst is the advanced journey-level in the series and is responsible for the management and administration of significant programs, projects, functions and/or service areas. Incumbents are expected to independently perform difficult, sensitive, and complex work under general direction, where assignments are subject to infrequent review while work is in progress and upon completion. Incumbents at this level typically receive assignments in broad, outline form, and are expected to use independent judgment and problem-solving skills in developing applicable resources, information and recommendations.
This position may exercise oversight of other analysts, professional, technical or clerical staff. - Prepares, reviews, and approves solicitation documents (e.g., requests for proposals or information, requests for quotes, scope of work, etc.), manages bid process, and administers contracts and agreements; interprets, applies, and advises staff regarding the City’s procurement processes and policies; assist in contract negotiations; monitor compliance with applicable contractual agreements.
- Apply for grants, prepare and monitor programs, grants and related proposals.
- Participate in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compile and analyze data and make recommendations.
- Assist in the drafting and implementation of policies and procedures; assist in the preparation of ordinances, resolutions, manuals, reports, and other supporting program documents.
- Participate in the preparation and administration of assigned operating and capital budget(s); maintain and monitor appropriate budgeting controls.
- Collect, compile, and analyze information from various sources on a variety of specialized topics related to programs administered by the position or by the management staff, including complex financial, budget or administrative issues or questions; prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations.
- Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems or issues; monitor legislation and analyze proposed legislation.
- Direct the work activities of others involved in related activity, prioritize and coordinate work assignments; review work for accuracy; recommend improvements in workflow procedures and use of equipment and forms.
