Position: HUMAN RESOURCES SPECIALIST (2362)

Description

Assists administrative personnel in the Human Resources unit by planning, initiating, and coordinating support in such areas as personnel management, staff development, recruitment, onboarding, hiring, and related staff functions and responsibilities.

Current Vacancy

One full-time management position (8 hrs./day, 12 mos./yr.), with full benefits, in the Human Resources Department at the Administration Center.

All Glendale Unified School District jobs are in person.

Examples of Duties

  • Advises administrators, supervisors, and employees regarding merit system rules and procedures, onboarding procedures, assignment procedures, collective bargaining agreements, grievances, disciplinary actions, discrimination complaints, and other personnel matters.
  • Maintains records on disciplinary actions, grievances, Public Employment Relations Board (PERB), discrimination complaints, and related matters.
  • Determines employee training needs and arranges for or conducts training sessions.
  • Maintains and monitors clearances/certifications for athletic coaches, including First Aid/CPR/AED training, security, water safety, and mandatory liability training.
  • Reviews position descriptions for accuracy, completeness, and appropriateness of action or request.
  • Creates and posts job announcements on various online recruitment and applicant tracking platforms.
  • Assists with the input and maintenance of information on various programs including HRS, HCM, AESOP, Frontline, etc.
  • Assists in composing a variety of technical written materials, including procedures, class descriptions, interview materials, salary study reports, and composes correspondence and responses to questionnaires.
  • Arranges and schedules interviews, instructs committee members in procedures and standards to be applied, and gives general guidance to interviewers to achieve reliability, fair competition, and standards or eligibility.
  • Assists in clerical and technical tasks as directed.
  • Completes onboarding processes, including fingerprinting for certificated and classified positions, athletic coaches, or volunteers.
  • Completes processing and assists in placement of student teachers. Reviews and maintains Memorandum of Understanding (MOU) regarding student teachers. Prepares student teacher documents for Board Reports.
  • Confers with administrators, employees and community representatives in meetings and by correspondence and telephone relative to classification, compensation, rules, and personnel transactions.
  • Prepares and reviews personnel rules and interprets policies on such matters as appointments, promotions, demotions, transfers, dismissals, resignations, layoffs, reemployment, vacations, leaves of absence, compensation within classification, job analyses and performance evaluations; participates in the discussion, interpretation and revision of rules and regulations relating to personnel matters.
  • Assist in employee verifications and notifications, including those subject to AB 2534 compliance.
  • Communicates with and may counsel prospective applicants by telephone, e‑mail or in person, regarding career opportunities in the District, employment policies, and procedures.
  • May visit other agencies for the purpose of attending a variety of meetings, trainings, and conferences and/or to participate and cooperate in applicable examination processes.
  • May visit District school sites and offices for a variety of personnel related activities including job analyses, desk audits, reclassification studies, etc.
  • Investigates employee complaints of harassment or discrimination filed with the District or governmental agencies and assists in recommending appropriate action in collaboration with the appropriate Human Resources Administrator.
  • Performs related duties as assigned.
