Overview

PROMOTIONAL EXAMINATION - SIX MONTHS PROBATIONARY PERIOD. In addition to the responsibilities of the Assistant Code Compliance Inspector classification, this position performs a wide variety of analytical duties in support of applicable codes and regulations under the direction of the designated supervisor.

Essential functions
  • Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
  • Receives and responds to citizen complaints and/or requests for service.
  • Researches applicable codes and policies, analyzes, interprets, and communicates City policies, procedures, regulations and ordinances to the public.
  • Helps mediate and resolve neighborhood disputes.
  • Represents the Community Development Department in public forums, including meetings and events of Business and Homeowners’ Associations.
  • Uses good interpersonal skills to obtain public cooperation and compliance; exercises good judgment and tact.
  • Conducts routine field inspections to determine violations of applicable City Codes (e.g., public nuisance, building, housing, commercial, licensing, property maintenance and zoning codes).
  • Inspects vacant and improved properties for litter and/or substandard conditions, with emphasis on alleys, parkways and adjacent areas.
  • Performs tasks related to vehicles-for-hire, including application intake, review and inspections.
  • Performs tasks related to licensing and vaccination of animals.
  • Performs abatement activities (e.g., graffiti removal, weed abatement, trash and debris removal).
  • Performs power washing, rough repair, miscellaneous maintenance work and clean-up activities using power equipment and/or hand and pneumatic tools.
  • Sweeps and cleans streets, alleys, sidewalks, vacant lots, and properties.
  • Works with and supervises Community Service workers/volunteers.
  • Issues appropriate violation notices and citations; compiles evidence of violations.
  • Prepares reports and findings in response to investigations.
  • Keeps current on regulations related to code compliance, licensing and abatement issues.
  • Drives personal and City vehicles in a safe manner.
  • Performs more complex field investigations, code compliance and licensing duties.
  • Analyzes neighborhoods for deterioration issues such as public and private property problems, graffiti, or related concerns.
  • Coordinates environmental and graffiti abatement staff to facilitate neighborhood improvement efforts.
  • Coordinates and problem-solves with other City departments and agencies related to enforcement of business taxes laws, zoning laws, licensing laws, and animal-related regulations; includes collection of delinquent accounts, issuance of warning notices, violation notices and administrative citations.
  • Suggests and implements improvements and efficiencies related to licensing, business taxes, and code compliance on a complex systemic level.
  • Assumes responsibility for ensuring duties are performed in a safe, efficient manner.
  • Performs other related duties as assigned or as the situation requires.
Experience

Two years of experience involving public contact related to the explanation and enforcement of City codes, licensing, abatement ordinances, and other established environmental standards, including conducting inspections and resolving community concerns.

Education/Training

High School Diploma or equivalent.

License(s)/Certification(s)

Valid Class C California driver's license. Housing Quality Standards Certifications (HQS) and/or equivalent certification within one year of employment. State of California P.O.S.T. 832 P.C. certificate (Powers of Arrest) is desirable.

Knowledge, Skills & Abilities
