Quality Engineering Solutions, Inc. (QES) is seeking a Senior Pavement Engineer to support and lead pavement management and rehabilitation design projects for municipal, county, airport, DOT, and private sector clients nationwide. In addition to technical excellence, this role carries operational and financial management responsibility for pavement-related projects and staff.

This position is ideal for a results‑oriented engineering leader who combines strong technical depth with business acumen, team leadership, and operational oversight. The Senior Pavement Engineer will play a key role in project delivery, budgeting, forecasting, utilization management, and staff deployment while contributing to QES’s strategic growth objectives.

Candidates must possess a Bachelor of Science degree in Civil Engineering and a minimum of five (5) years of pavement engineering experience. (Master of Science degree in Civil Engineering with pavement/materials emphasis preferred.)

Pavement Management
  • Lead pavement management programs including PCI surveys and network‑level condition assessments.
  • Develop multi‑year capital improvement plans aligned with client budgets and performance goals.
  • Analyze pavement performance trends to recommend maintenance and rehabilitation strategies.
  • Use Street Saver, PAVER, or similar tools to model funding scenarios.
  • Integrate GIS‑based data visualization into planning and reporting.
Rehabilitation & Preservation Design
  • Lead rehabilitation designs including overlays, mill and fill, structural strengthening, and surface treatments.
  • Evaluate materials, traffic loading, and environmental conditions to select treatments.
  • Prepare recommendations balancing performance, constructability, and life‑cycle cost.
  • Oversee preparation of construction documents, specifications, and cost estimates.
  • Support client preservation programs to extend pavement life.
Pavement Evaluation & Forensics
  • Lead field investigations including distress surveys, coring, FWD testing, and GPR interpretation.
  • Apply back‑calculation methods to interpret FWD data.
  • Diagnose pavement distresses and develop cost‑effective solutions.
  • Prepare engineering reports for technical and non‑technical audiences.
Data Analytics, Programming & GIS
  • Use Python to automate data processing and modeling workflows.
  • Develop tools to improve efficiency in reporting and QA/QC.
  • Utilize ArcGIS for mapping and spatial analysis.
  • Develop GIS‑based dashboards and executive‑level visualizations.
Operational Leadership & Financial Management
  • Manage operational performance of pavement projects, ensuring alignment with scope, schedule, and budget.
  • Develop and monitor project budgets, cost projections, and revenue forecasts.
  • Track labor utilization rates and manage staff deployment to meet billable targets.
  • Lead project set‑up including scope development, fee structure, staffing plans, and schedules.
  • Monitor financial performance including earned revenue, burn rate, and margin analysis.
  • Support annual business planning through revenue forecasting and resource planning.
  • Collaborate with leadership to assess workload capacity and hiring needs.
  • Participate in strategic planning initiatives to grow the pavement practice area.
Team Leadership & Staff Development
  • Serve as technical and operational lead for pavement engineering staff.
  • Assign project roles and manage workload distribution.
  • Mentor junior engineers and technicians.
  • Conduct performance feedback discussions.
  • Foster a culture of accountability and continuous improvement.
Business Development & Client Engagement
  • Identify growth opportunities within existing client programs.
  • Lead or contribute to proposal preparation and fee development.
  • Participate in strategic pursuit planning.
  • Build strong client relationships.
  • Represent QES at industry events and conferences.
Minimum Qualifications
  • Bachelor’s degree in Civil Engineering or related field.
  • Five (5) or more years of pavement engineering experience, or Master’s degree with pavement emphasis.
  • Experience managing project budgets and schedules.
  • Understanding of utilization targets and revenue tracking.
  • Strong knowledge of pavement management and rehabilitation methods.
