The Role
The Deputy Director for Planning and Zoning performs complex administrative and managerial functions including planning, organizing and directing the programs, activities and staff of the Development Services Department. Based on area of assignment, responsibilities include active efforts in guiding projects through the full spectrum of the development process, and managing the planning and execution of the following functional areas:
- Planning and Zoning Division
The ideal candidate will have a Bachelor's degree in urban planning, urban design, or related field and five years progressively responsible experience in urban planning, community development, development services, or similar environment including two years of management experience. A Master’s degree in urban planning, urban design, or related fields is highly desirable.
CompensationThis position is:
- FLSA Exempt, and will be paid a salary regardless of hours worked per week.
- A Grade 420 with an annual salary between $ - $.

City of Glendale Regular status positions offer:
- 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
- Vacation leave accrues at:
- 5.33 hours per pay period (138 hours/17.25 days per year)
- Increases to 6.12 hours per pay period after 5 years
- Then caps out at 7.6 hours per pay period after 10 years of service
- Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days per year)
- Days per year estimates are based on an 8-hour work day
This position participates in the Arizona State Retirement System (ASRS).
- Contribution is mandatory, and deducted every pay period
- The current contribution rate is 12.00%

Essential Functions- Assists the Development Services Director in planning, organizing and directing the research, planning, and implementation efforts designed to achieve the objectives set forth by the City Council and City Manager.
- Supervises and directs Development Services Department professional, administrative, and field staff.
- Resolves customer service issues and disputes presented by the general public, development community, City Manager, and City Council regarding development requirements and procedures.
- Assigns Work Program projects, establishes individual project scope, schedule, and performance expectations, monitors progress, and evaluates staff and project performance and results.
- Establishes division operating policies and procedures.
- Maintains a high level of situational awareness regarding city operations, development trends, and Council priorities to proactively support transparent and effective governance.
- Synthesizes complex, cross-departmental data to deliver comprehensive, policy-relevant answers that anticipate follow-up questions and support informed decision-making.
- Develops and administers the division budget in accordance with program goals and objectives.
- Makes oral and written presentations to the City Council and City Manager.
