This position conducts compliance inspections to ensure proper implementation of the Virginia Erosion and Stormwater Management Act, Virginia Erosion and Stormwater Management Program (VESMP) regulation, and VPDES Permit for Discharges of Stormwater from Construction Activities (Construction General Permit).

Responsibilities

This position is primarily responsible for the implementation of informal compliance and enforcement actions and will make recommendations for formal enforcement actions. This position will perform and assist others as necessary in local program reviews. Serves as a lead agency contact for regional VESCP and VESMP authorities. Provides technical/regulatory assistance to local governments, general public, permit tees, consultants, agency staff, state and federal agencies.

This position also serves on ad hoc technical, regulatory, and advisory committees.

Qualifications
  • Knowledge of federal and state stormwater, erosion and sediment control, and water quality control laws and regulations.
  • Knowledge of engineering, urban soil conservation principles, stormwater management, hydrology and hydraulic engineering principles.
  • Ability to read construction and engineering plans and interpret and properly apply complex policies, guidelines, regulations, and engineering analyses.
  • Knowledge of compliance and enforcement practices.
  • Ability to work independently and effectively and efficiently manage multiple projects.
  • Ability to work well with diverse groups of people.
  • Ability to communicate clearly both verbally and in writing.
  • Knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets and database management).
  • Stormwater Inspector or must obtain certifications within 12 months of employment in the position.
  • Education or experience in engineering, physical science discipline containing hydraulic or soils’ principles, land development, site design, soils, hydrology, surveying, and/or environmental law.
  • Experience in working with local governments, design engineers, consultants, or land development industry professionals a plus.
  • This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.
