The Environment, Climate and Sustainability (ECS) Directorate exists to work with colleagues across Transport Scotland and beyond to remove the greenhouse gases from the transport system, adapt the transport system to the impacts of climate change, create a just transition to net zero and support environmental improvements to Scotland. ECS is a centre of excellence within Transport Scotland on matters relating to environment and climate change.

We are currently recruiting a Policy Officer to work in the ECS Directorate on Economy, Skills and Just Transition. Working within the Accelerator branch, you will report to the Team Leader and work closely with colleagues across the branch.
You will support the team’s work to assess the impact of the shift to net zero road transport on businesses and the workforce, including the challenges of adapting to new technology and the opportunities that are presented, and support the development and delivery of programmes to help make sure that the transition is just, fair and maximises the benefits for Scotland.
The initial focus of the role will be on heavy duty vehicles but will include other aspects of the transport system. You will also contribute to our wider road decarbonisation policy development, including our work to support Scotland’s Climate Change Plan and the Transport Just Transition Plan.
The role includes a blend of project management support, research, development and delivery of policy and associated casework (briefings, PQs, Micase etc). There will be extensive engagement with internal and external stakeholders, with the opportunity for exposure to other parts of government and partners in the wider public and private sectors in areas such as skills, economic development and energy as well as transport itself.
Responsibilities- Support the team’s work to analyse and understand the impact on the Scottish workforce and economy of the transition to zero emission road transport technology.
- Support the delivery of skills programmes related to zero emission road transport, including our work with Scotland’s colleges and the wider skills and education system.
- Support delivery of responsive funding programmes to work with stakeholders on identifying and addressing skills needs to support the transition to zero emission road transport, particularly in relation to heavy duty vehicles.
- Support the development of the business and workforce elements of the Transport Just Transport Plan to ensure that that the economic and commercial impacts of zero emission road transport across communities are reflected.
- Contribute to research and development of an evidence base to assess and identify policy development to deliver a just transition to decarbonisation of road transport in Scotland.
- Implement and maintain project management processes to support the delivery of the team’s goals, including maintaining core briefs and project documentation.
- Support the team leader and branch colleagues in representing the directorate at working groups, forums and external events.
- Contribute to the delivery of ministerial, parliamentary and other relevant correspondence and briefing in relation to the work of the team.
