Overview
City Building provides a range of repairs and maintenance, manufacturing, construction and refurbishment activities for Glasgow City Council and Wheatley Housing Group’s citizens and customers, as well as other public, private and third sector organisations.
City Building operates both the largest construction craft apprenticeship programme in Scotland and Royal Strathclyde Blindcraft Industries (RSBi), one of the largest supported manufacturing businesses in Europe, around 200 people, more than 50% of whom have a disability.
Our accreditations include ISO 45001, ISO 14001 and ISO 9001:2015. We are current recipients of a Queen’s Award for Enterprise Promoting Opportunity and Investors in Young People Platinum award. Both recognise our focus on investing in and growing a skilled staff base.
The RoleAs we continue to strengthen our organisational capability and shape the future of our business, we are seeking an exceptional senior leader to join us as Head of OD, Transformation and Training.
The Role is a pivotal senior leadership position responsible for driving organisational excellence, leading transformational change, and ensuring our workforce is equipped with the skills, capability and culture required to deliver outstanding services.
Working closely with the Executive Leadership Team, you will act as a strategic partner—aligning organisational development, culture, training and business transformation initiatives with City Building’s long term vision and values. You will play a central role in shaping organisational reform, developing leadership capability, and embedding a culture of continuous improvement.
You will also lead the ongoing development of our award-winning Training College, strengthening professional, technical and leadership development pathways, and ensuring our people have the skills to meet future organisational needs.
Key Responsibilities- Lead the design and delivery of organisational development strategies that drive innovation, collaboration and continuous improvement.
- Oversee transformation programmes that modernise operations, enhance efficiency and align with corporate priorities.
- Lead the Training College, ensuring high quality learning provision, strong partnerships, and continuous development of the apprenticeship and leadership programmes.
- Strengthen employee engagement and foster a positive, collaborative culture across the business.
- Partner with trade unions to support constructive employee relations and successful delivery of organisational change.
- Introduce and embed new technologies, systems and processes that support sustainable organisational growth.
- Develop comprehensive succession planning frameworks to support workforce resilience and capability.
- You will be an experienced senior HR/OD leader with:
- A proven track record of leading organisational development and transformation in a large, complex environment.
- Strong experience in workforce training and development, ideally in construction, public sector or large scale service organisations.
- Demonstrable success in leading complex change programmes and delivering measurable outcomes.
- Excellent leadership, communication and stakeholder engagement skills, with the ability to inspire and influence at all levels.
- Strategic thinking skills with the ability to translate vision into actionable plans.
- CIPD Chartered Member status (essential).
You will be an innovative, collaborative, and forward thinking leader—highly capable of shaping organisational culture, developing talent and driving sustained improvement.

If selected, a panel interview will follow in the week beginning Monday 6 April 2026.
