IT Project Manager, IT Consultant

We are seeking an experienced IT Programme Manager to lead the delivery of a large and diverse portfolio of technology projects. This senior management role owns the end-to-end delivery of IT refresh, maintenance, resilience and growth initiatives, as well as the IT work streams of major business-led projects. The portfolio spans both business-as-usual and strategic change, requiring strong governance, financial control and stakeholder engagement.
In addition to portfolio accountability, the role provides leadership for the technical project management function, managing and mentoring a mix of permanent and contract Project Managers and continuously improving delivery capability.
- Owning, leading, and reporting on the IT project and programme portfolio under Technology, Platforms, Operations and Cloud team, ensuring delivery against agreed scope, time, cost and quality
- Overseeing the delivery and reporting of:
- Technology refresh and lifecycle replacement programmes
- Maintenance and resilience initiatives
- Growth and transformation projects
- IT delivery work streams within business programmes
- Providing portfolio-level governance, assurance and reporting to senior stakeholders
- Acting as the senior escalation point for delivery risks, issues and dependencies
- Managing programme and portfolio budgets, including forecasting, cost control and benefits tracking
- Ensuring appropriate capitalisation of project costs and time, working closely with Finance
- Leading, mentoring and developing a team of Technical Project Managers/Project Managers
- Setting clear delivery and reporting standards, ways of working and expectations across the PM community
- Applying predominantly PRINCE2 / waterfall delivery methods, with appropriate use of Agile or hybrid approaches (e.g. Kanban, Jira)
- Building strong relationships with business sponsors, IT leadership and third-party delivery partners
- Driving continuous improvement in project delivery maturity, tools and practices
- Significant experience leading complex IT programmes and portfolios
- Proven people leadership experience, including managing and mentoring Project Managers
- Strong background in PRINCE2 / Waterfall delivery within enterprise IT environments
- Experience delivering and reporting on infrastructure, platform or large-scale IT change
- Demonstrable experience of budget ownership, forecasting and financial control
- Confidence operating in a regulated, asset-intensive environment (utilities, energy, transport, etc.)
- Excellent stakeholder management and communication skills
- Experience working with Agile or hybrid delivery models
- PRINCE2 Practitioner, MSP, Agile or equivalent certifications
- Experience embedding or improving portfolio management practices
