Strategic Business Analyst (High‑Impact Public Service Reform Project)

Glasgow (Hybrid with some travel to Edinburgh as required)

This is an Outside IR35 contract and only local candidates will be considered.

Our public sector client is seeking an experienced Strategic Business Analyst to deliver a critical piece of work supporting Scotland's Public Service Reform agenda. This is a chance to shape how public‑sector business support is delivered, optimised, and costed across multiple organisations.

You will work across key work streams, primarily Digital Access & Delivery and Delivery Optimisation & Efficiency
, partnering with project leads and senior stakeholders to drive analysis, design frameworks, and produce insights that inform decisions at Board and Scottish Government level.

• Develop a scalable cost‑to‑serve model
  • Design surveys for partner organisations
  • Analyse responses and identify efficiencies
  • Produce recommendations and a draft model
• Horizon‑scan self‑serve options
  • Conduct desk research
  • Summarise available solutions and opportunities
• Cost the current digital estate
  • Catalogue platforms, tools, diagnostics, and hosting
  • Document running and service‑management costs
  • Produce a clear summary report

• Demonstrable Business Analysis experience.
• Strong analytical thinking and survey design experience
• Excellent data analysis and framework‑building skills
• Understanding of business support environments and digital delivery
• Confident financial and risk analysis capabilities
