GENERAL DEFINITION OF WORK

Under general supervision, provides administrative and operational support for IT projects, procurement, and contract administration. This position serves as a secondary liaison for internal stakeholders and assists in managing the lifecycle of IT assets and service requests.

ESSENTIAL JOB FUNCTIONS
  • Collaborates with end users to diagnose and resolve technical issues across different systems and technologies, including hardware, software, and networks to support internal business processes.
  • Analyzes business needs and contributes to the selection of IT hardware and software to support internal business processes.
  • Maintains detailed documentation of methodologies, processes and specifications of this organization’s IT systems and assists with planning and scheduling of IT initiatives.
  • Assists the IT Project Manager in coordinating schedules and project activities. Tracks project progress and results through various implementation phases.
  • Supports the management of incoming Help Desk requests via phone and email to ensure timely resolution of end-user issues.
  • Assists in procurement functions, including researching and obtaining quotes for IT equipment and software. Reviews and reconciles monthly invoices with the Finance Department to ensure accuracy.
  • Assists in monitoring existing IT contracts for compliance. Helps draft initial requests for bids and proposals under the direction of the Project Manager.
  • Maintains the inventory database of IT equipment and software to manage the asset lifecycle and replacement process.
  • Assists in maintaining the City’s building access control system, including entering new user data and managing door schedules.
  • Serves as a point of contact for vendors regarding repairs, upgrades, and installations for telephone and data cabling services.
  • Gathers documentation and researches future project estimates to assist in the IT departmental budget preparation.

KNOWLEDGE,

SKILLS AND ABILITIES
  • Knowledge of basic IT applications, equipment, and technical language.
  • Basic understanding of municipal budget and purchasing policies.
  • Excellent organizational skills and attention to detail when examining documents for accuracy.
  • Knowledge of computer operating systems, equipment, peripherals, and application packages.
  • Knowledge of microcomputer and network troubleshooting techniques.
  • Knowledge of diagnostic tools and online monitoring software.
  • Ability to communicate effectively via email and phone in a team environment.
  • Ability to exercise initiative and meet work deadlines consistently.
  • Ability to comprehend and make inferences from written material.
  • Ability to work independently within established policies and procedures.
  • Ability to maintain accurate records and logs.
  • Ability to watch and read from a computer screen for extended periods of time.
  • Ability to effectively interact with users by listening attentively to user needs and problems.
  • Ability to communicate with both inexperienced users and computer-savvy technical personnel that requires ability to reduce technical information to simple language.
EDUCATION AND EXPERIENCE

Bachelor’s degree in Business Administration, Information Technology, or a related field; or any combination of education, training, and experience providing the knowledge, skills, and abilities necessary to perform essential job functions.

SPECIAL REQUIREMENT

A valid driver's license.

WORKING CONDITIONS

Normally works in well-lighted and comfortable offices. Occasional work after business hours may be required to oversee project implementations occurring during non-business hours.
